This Health Systems Specialist position is organizationally aligned under the Quality, Safety, and Value (QSV) service in the Office of the Director at the Chicago VA Medical Center. This position serves as a principal advisor on all management matters associated with programmatic operations of QSV. **Recruitment/Relocation incentive may be authorized for a highly qualified candidate.**

Duties

Duties include: Personnel Administration and Management Serves as a member of the management and leadership teams. Manges the day-to-day administration of the QSV department and provides management assistance to the Chief and Deputy Chief. Provides direct supervision to the administrative support staff, temporary staff and trainees and directs the personnel management program for the service. Performs human resources requirements to include position descriptions, functional statements, vacancy announcements, set performance standards, leave accounting, disciplinary actions, work schedules, etc. Plans and assigns work to subordinates based on priorities. Evaluates work performance of subordinates. Gives advice, counsel, or instructions to employees on both work and administrative matters. Interviews candidates for positions in the unit. Effect minor disciplinary measures. Identifies the training needs of employees, providing nd arranging for needed development and training. Develops performance standards. Interprets, disseminates, communicates to, and advises al department staff on federal and agency personnel policies, regulations, and procedures. Serves as subject matter expert in the field of resource management and compliance with regulations. Budgeting/Financial Management Oversees and directs budgeting and financial management for the QSV service. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for budget that involves program and administrative expenses. Develops budgetary information and drafts annual and multi-year budget materials for the department budget. Monitors budget status and provides regular, detailed reports of budget execution, based on actual spending. Makes recommendations on obligations for salaries, travel, equipment, supplies, etc., and tracks balances to ensure object classifications and line categories are not overspent. Reconciles financial reports. Gathers and analyzes budget needs and supervises all phases of budgeting within administrative requirements. Program Management, Development, and Evaluation Works with senior management on the development, implementation, monitoring, and evaluation of short nd long-term strategic plans for the department. Provides administrative reviews of action items, proposals, improvement initiatives and the like. Maintains organizational charts of the department and the services feeding into the department. Assists in the development and coordination of new quality and patient safety program areas with existing programs. Creates, advises, and works with stakeholders to develop written proposals for new educational programs. Assists in the administration of special funding programs and/or federal grants including preparations of the proposal and maintenance of budgetary accounts. Develops annual reports such as annual budget and business plans, annual report, and other reports for the VA for review by the leadership team. Serves as a member on numerous committees, boards of investigation, and other activities as designated by the leadership team. Performs other related duties as assigned. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Basic - Individual Occupational Requirement: Education GS-5 and GS-6 grade levels: Major study - Hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Experience - Positions above GS-5: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative areas such as budget, personnel, and procurement. In addition to the basic requirement as stated above the following is the experience requirement to qualify at the GS-12 grade level in this occupation. Specialized Experience - GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in positions that required comprehensive knowledge of administrative laws, policies, regulations, and precedents applicable to health care administration, continuous quality improvement, and data analysis; through knowledge of financial management including budgets, general fund accounting principles, and financial management; skill in analyzing and evaluating broad and difficult problems, apply extensive qualitative and/or quantitative methods for program improvement, and make recommendations for complicated solutions; comprehensive knowledge of broad agency administrative practices such as correspondence control practices, office processes, and regulations; ability analyze problems and present both written and oral recommendations taking into consideration the wide range of factors and requirements which affect the management of the healthcare delivery systems; and advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers. You will be rated on the following Competencies for this position: Budget AdministrationCommunicationFinancial ManagementPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although the incumbent is expected to be able to perform some light physical activity on a regular basis. Some light physical effort may be required locating equipment during the annual equipment audit. The incumbent will do regular physical activity requiring walking, bending, reaching, stooping, and possible travel between the Jesse Brown VAMC and other affiliate hospitals and research facilities. Working Conditions: Work is typically performed in an adequately lit and climate-controlled office. The work performed may require occasional travel to clinics, research laboratories, and other offices either in a business or hospital setting that may or may not be near patient care areas.
