The position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), in the Research and Development program at the Asheville, NC, VA Medical Center.
Duties
The incumbent will provide project management support to research leadership in
preparing reports and presentations pertaining to on-going research studies and all facets
of the Research and Development program. The incumbent will identify and display
necessary data and information for preparation for all inspections and audits to maintain
a state of survey readiness. The incumbent will investigate and analyze data from various
research files and databases to assist research leadership in preparing action plans
following any audit or inspection finding. The incumbent reviews standard operating
procedures and narrative reports to identify and correct apparent discrepancies with
directive and regulatory changes. The incumbent identifies areas of concern for the
program and creates new standard operating procedures to correct deficiencies. The
incumbent's duties also include liaison support for multiple Service Chiefs, nonprofit
corporations, staff, and other research officials, disseminating selected information
between them and responding to problems or referring to appropriate staff. The
incumbent ensures confidentiality of both oral and written information based on privacy
protocols and standards.
The incumbent must have expertise in identifying problem areas or inherent program
weaknesses in work processes and procedures associated with the responsibilities of
administrative regulatory requirements. These may include staff training, records,
credentialing and privileging, curriculum vitae reviews, research scoping, and other
operational necessities defined by directives. The incumbent will identify operational
activities that meet, exceed, or fail to meet established criteria as stipulated by a variety
of regulatory bodies such as the Department of Veterans Affairs' Office of Research and
Development (ORD) and the VA Office of Research Oversight (ORO). The incumbent
will prepare necessary documentation and provide a plan of action to correct deficiencies
or streamline operations. The incumbent receives, reviews, and processes documents
and reports in accordance with established procedures.
He/she reviews documents and reports for completeness and enters pertinent information into an automated tracking system or creates spreadsheets/databases to track them. The incumbent is responsible for tracking over 50 pertinent research activities through various mechanisms, both
automated and manual. The incumbent performs office automation duties using software
applications such as word processing, spreadsheets, electronic mail, desktop publishing,
calendars, databases, and/or graphics. The incumbent will establish and monitor a
procedure and tracking system for Research Without Compensation Employees (WOCs)
to ensure research regulatory compliance is fulfilled as well as ensuring that specific
criteria from Human Resources, credentialing and privileging, OI&T, and education are
met. The incumbent is wholly responsible for the onboarding of research WOCs and will
update research leadership with tracking information on a quarterly or as needed basis.
The incumbent assists the Program Specialist and ACOS with HR management of the
program, assembling competency folders, assigning deadlines to meet HR goals for
performance appraisals, and coordinating discussions between supervisors and
employees. The incumbent is responsible for HRSmart tracking and compilation of data
from HR dashboards. The incumbent serves as the backup authority for MSS actions
and USA Staffing decisions in the absence of the Program Specialist for the research
program. The incumbent handles all external and internal calls for the research program,
ranging from government agencies to the public, and responds appropriately to provide
first call resolution or appropriate routing to resolve questions and concerns. He/she
anticipates and acts to meet the needs of customers by offering assistance and providing
information in a courteous and respectful manner. Incumbent maintains professional
relationships with supervisors, co-workers, and interdisciplinary hospital staff;
demonstrates the ability to adjust to adversities, work under pressure, navigate
interpersonal professional differences, function as an effective team member.
The incumbent will use technology to enhance processes and decrease
administrative burden on the team by ensuring program records are filed, retrievable, and
in accordance with all applicable policies from facility, federal, and R&D governing bodies.
The incumbent leads the program through various inspections, survey readiness drills,
and accountability measures and is responsible for coordination of past and present data
and record tracking.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 5 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: experience with clerical and administrative procedures, various office skills; and carrying out day-today administrative support activities; Working in an administrative position which required preparing correspondence, reports and graphs utilizing a variety of computer program. Skill in the use of a variety of computer software such as Microsoft Word, Excel, Power Point and other software applications; Interacting with executive leadership in the VA and private sector, contractors, staff members as well as Veterans, their family members and/or legal representatives; Provide/submit requested information to ensure all due dates are met in a timely and satisfactory manner; Managing a fast-paced office to include, establishing priorities, set up, reschedule appointments; Use own initiative to follow-up on action items and time-sensitive issues with appropriate staff members.
