Duties

Directly assists the commander/director in the management of a variety of administrative support program functions. Administers programs and serves as the primary source of information. Monitors all Squadron Freedom of Information Act (FOIA) requests. Performs a range of administrative duties involved in enhancing various programs critical to the 55th Contracting Squadron mission. Performs administrative office support functions and maintains cooperative working relationships with co-workers, related functions, customers, and operating officials. Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of rules, procedures, operations and precedents dealing with various administrative and management programs within a contracting squadron sufficient to provide administrative and clerical support and perform procedural and administrative assignments. Knowledge of various office automation software programs, tools, and techniques sufficient to produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Ability to learn the operation of multiple automated data systems. Collects, organizes, and compiles data in order to recommend actions to the commander/director. Conducts reviews and briefings on all facets of management functions with recommended courses of action for resolving problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the 55 Contracting Squadron mission, organization, programs, and objectives and the interrelationships between various contracting flights as well as knowledge of how these flights work with and provide support to complex customer organizations (U.S. Strategic Command, Air Force Weather Agency, DTIC, and 47 other tenant units) both at Offutt AFB and elsewhere. 2. Knowledge of an extensive body of rules, procedures, operations and precedents dealing with various administrative and management programs within a contracting squadron sufficient to provide administrative and clerical support and perform procedural and administrative assignments such as processing Automated Business Services (ABSS) funding documents, answering routine or complex inquiries using the Standard Procurement System (SPS/PD2), processing Freedom of Information Act (FOIA) requests, files maintenance, Defense Travel System (DTS) POC, and security manager. 3. Knowledge of various office automation software programs, tools, and techniques sufficient to produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Ability to learn the operation of multiple automated data systems, including but not limited to ABSS, SPS/PD2, DTS, and ATAAPS. 4. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to be able to accurately prepare and edit written correspondence and reports and skill in typing. A qualified typist is required. 5. Ability to analyze, verify, and correlate data; locate, assemble, and compose information for nonroutine reports, inquiries, and technical correspondence; communicate effectively, both orally and in writing; plan; organize work; and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
