The primary purpose of this position is to provide a protocol assistant responsible for supporting protocol specialists in working the technical requirements for protocol events.
Duties
Coordinates and executes protocol plans for command section-hosted conferences and visits by distinguished U.S. and foreign military/civilian visitors. Participates in orchestrating arrangements and requirements to support personnel in the accomplishment of COMMANDER, USSTRATCOM social programs.
Advises others on routine procedures for social events, conferences, visits, award ceremonies, invitations, seating, programs, name tags, place cards, etc; Provides answers to such recurring questions as the rules of protocol precedence, flag displays, dietary restrictions, etc.
Routinely performs other protocol duties including greeting DVs; arranging and billeting for flag officers; and responding to calls from flag officers/civilians equivalents including COMMANDER, USSTRATCOM and command section staff.
Assist the Action Officer with the coordination of DV visits, conferences, or meetings. Resolves potential billeting, transportation, and protocol support problems.
Uses varied and advanced computer software to create, format, modify, edit, and print a variety of letters, reports, memos, and other textual documents.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes possessing comprehensive working knowledge of a complex body of rules, practices, and protocol procedures that require extended training and experience to perform a variety of interrelated and nonstandard assignments to resolve a wide range of protocol issues and problems that requires the employee to exercise considerable judgment; knowledge of duties, priorities, commitments, policies, and program goals of the organization sufficient to perform non-routine assignments, such as independently interpreting new instructions and procedures; knowledge of protocol principles, practices, and techniques, especially in the area of military ceremonies, customs, and rituals; knowledge and skill to recognize the dimensions of protocol problems and to collect the necessary information, establish the facts, and take or recommend action; knowledge of various steps and procedures needed to perform duties, to ensure all actions are accomplished and if problems exist, to identify other alternatives as needed.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of international, national, DOD, and agency protocol principles.
2. Knowledge of the functions of support organizations and private organizations.
3. Knowledge of culture, customs, mores, and religious tenets of most nations.
4. Knowledge of extensive rules, procedures, or operations applied to secretarial and clerical assignments to perform the procedural and administrative work of the office, such as preparing editing documents, locating and assembling information for various reports.
5. Knowledge or software programs to produce a wide range of documents requiring the use advanced software functions to enhance productivity or meet the needs of complex formats: graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
6. Skill in planning protocol events. Skill in written and oral communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

- Expected Date of Discharge/Release from Active Duty

- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
