The primary purpose of this position is to perform, administer, and advise on work concerned with assuring the quality and reliability of Test, Measurement, and Diagnostic Equipment (TMDE) and its metrology processes for ensuring compliance with the Air Force Metrology and Calibration Program.

Duties

1. Develops, organizes, administers, evaluates and coordinates a comprehensive maintenance and manufacturing quality assurance program designed to ensure the manufacturing and maintenance process meets the responsibilities for product quality. 2. Performs Quality and Process review audits to analyze the accuracy of TMDE, evaluate the effectiveness of procedures and processes in order to improve the overall quality of products and services. 3. Identifies problems requiring resolution through in-depth root cause analysis. 4. Performs inspections and evaluations, other than equipmen4 pertaining to PMEL to insure strict compliance with Air Force, Air Force Materiel Command (AFMC), Warner Robins Air Logistic Center (WR? ALC/ALC) instructions to support the AFMC Maintenance Standardization Evaluation Program (MSEP). 5. Prepares all necessary correspondences, documentation, reports, briefings, etc. 6. Establishes and maintains a positive working relationship with organic and PMEL management personnel (including contractor), and customers through personal motivation and technical competence; and creates an atmosphere of partnership. 7. Complies with health, safety, environmental results and procedures, and performs work in a manner that enhances the safety of the work environment. 8. Performs other related duties as assigned.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1910 Quality Assurance Series. . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Identifying inadequacies and requesting corrective action; computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; and reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing, administering, and advising on work concerned with as.5Uring the quality and reliability of Test, Measurement, and Diagnostic Equipment (TMDE) and its metrology processes for ensuring compliance with the Air Force Metrology and Calibration Program.NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degreewith major study in any combination of courses such as those shown above, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:1. Knowledge of principles, practices, techniques, and concepts of quality assurance and statistical quality control and ability to apply this knowledge to assignments.2. Knowledge of metrology tests and measurement principles, processes, techniques, and objectives which are acquired through several years of experience.3. Knowledge of inspection techniques and manufacturing processes.4. Knowledge in the operational use of PMEL working standards used by organic and PMEL contractor technicians to calibrate, align, and repair TMDE.5. Knowledge of safety, environmental and security regulations, practices, and procedures.6. Skill in operating policies and procedures ofboth internal and external quality-related activities of metrology certification and repair, planning and scheduling, supply, procurement, and other areas.7. Skill in a wide range of subjects to effectively communicate, both orally and in writing, to prepare letters, provide technical advice and make recommendations to senior staff and maintenance personnel and to present well prepared oral and written reports and other documents.8. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.9. Skill in analyzing and interpreting operating instructions, technical manuals, and technical data.10. Ability to identify and analyze complex technical problems and develop innovative solutions; and to gather, analyze and present facts.11. Ability to plan, organize, and reprioritize work to meet changing deadlines.12. Ability to apply lean, safety, security, and health principles, practices and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires some physical exertion such as walking, standing, sitting for extended periods, climbing stairs, bending, etc., while observing and/or studying production processes or inspection maintenance parts/components, long periods of standing, or recurring activities such as bending, climbing, stooping, stretching, or reaching or moderate lifting and carrying. WORK ENVIRONMENT: Work is normally accomplished in an office environment; requires regular and recurring visits to manufacturing or test areas and is subject to conditions of shops and industrial areas. Maintains awareness for safe work practices; may be required to wear safety equipment. Exposed to high noise areas; special safety precautions and protective clothing/devices are required during these site visits.
