You will serve as a Congressional Analyst in the Integration of Capabilities and Resources (N8) of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will be responsible for effective, comprehensive investment strategy development, strategic communications assessments and presentations associated with all phases of the Navy's Planning, Programming Budgeting and Execution (PPBE) process. You will advise senior leadership and CNO, recommending and defining strategic investment themes and priorities for CNO's POM development and defense. You will develop written and oral testimony in support of Congressional hearings, ensuring alignment with established strategic messages and themes. You will provide feedback to the staff with regard to Congressional interest items, and assists in the development of responses and proactive actions to address Congressional concerns.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Recommending and defining strategic investment themes and priorities with all phases of the Planning, Programming Budgeting and Execution process; 2) Providing strategic assessments for Congressional Engagement, and publications that communicate the viewpoints of an agency regarding corporate position; 3) Developing written and oral testimony in support of Congressional hearings, ensuring alignment with established strategic methods; and 4) Developing strategic communications, messages and themes.
