This position is within the Office of Talent Management located in Washington D.C. The Office of Talent Management is broadly responsible for developing and coordinating- the VBA's Talent Management efforts. The Program Analyst performs an array of Human Resources and budgetary assignments along with providing management with expert, objectively based information for making decisions on program operations for the OTM.
Duties
Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork.
Obtains guidance from Office of Human Resources (OHR) for management on the application of regulatory rules on issues from abuse of leave, insubordination, reassignments, realignments, change to lower grade and pay issues.
Tracks status of appraisals and processing of incentive awards, obtains appropriate signatures and fund approval, and forwards to Office of Human Resources (OHR) for action.
Keeps abreast of performance management policies and regulations.
Performs comprehensive program analysis and evaluation, taking into consideration factors such as cost effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
Researches, investigates, and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations.
Establishes schedules for planning, coordination, and accomplishment of work to facilitate the planning process for Human Capital Services (HCS) Staffs work.
Conducts formal and informal presentations, as required, to justify and defend programmatic aspects of mission critical
programs.
Assists managers and staff by projecting staffing needs, provides assistance with writing position descriptions, and assists with developing job analyses.
Assists with preparing performance plans, reviews performance appraisals for technical accuracy and drafts
disciplinary and adverse actions.
Assists with the Office of Talent Management (OTM) correspondence assignments.
Serves as liaison to the Office of Human Resources on all aspects of discrepancies and complaints from management and employees, including EEO and labor relations.
In absence of the Executive Assistant, act as lead in providing guidance to staff.
Develop budget recommendations and procedures.
Perform other related duties as assigned.

Specialized Experience:
To qualify for the GS-12 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position at the GS-12 grade level is defined as work that involves: (1) Utilizing oral and written communication methods/techniques to meet organizational objectives. (2) Preparing studies, evaluations and presentations.
(3) Experience planning, directing, monitoring data/tasks. (4) Experience conducting analysis of complex functions and work processes.
To qualify at the GS-13 Grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service or other services. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position at the GS-13 grade level is defined as work that involves: (1) Utilizing oral and written communication methods/techniques to meet organizational objectives. (2) Preparing studies, evaluations and presentations.
(3) Experience developing and implementing data management strategies.(4) Experience in applying analytical and evaluative methods/techniques for issues relating to office administration.(5) Analyzing and evaluating organizational productivity.
(6) Experience conducting analysis of complex functions and work processes.
