Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations, in San Juan, Puerto Rico.
This is a non-bargaining unit position.
Duties
As a Sector Enforcement Specialist, at the full performance level, you will perform the following duties:
Serve as an expert in the use of automated enforcement information systems such as NCIC, NLETS, TECS. They provide guidance and training to field agents on methods of data retrieval and interpretation, as well as, develop and produce data documents.
Inhibit, enable and zero mobile and portable radios, perform index changes, initiate group and individual rekeys, key recoveries and other Over the Air Rekey (OTAR) support functions and participate in the design, development and performance effectiveness of technical and operational network hardware/software.
Analyze and evaluate identified or potential problems areas, as directed, providing objective and quantitative findings and recommendations.

- Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
- Incumbent must be able to read, write and speak fluently in the Spanish language.
- This position requires shift work and covers a 24 hours a day, 7 days a week rotating schedule which may include extensive amounts of overtime.

You qualify for the GS-07 grade level if you possess one of the following:
Experience: One (1) year of specialized experience equivalent to the GS-05 grade level or equivalent performing duties such as:
Assisting with the receipt, development and analysis of data impacting real-time enforcement operations; AND
Initiating appropriate system inquiries, analyzing and interpreting enforcement data from narrative descriptions: AND
Providing assistance with network analysis projects to servicing personnel.
Education: One (1) full year of graduate level education or a bachelor's degree from an accredited college or university AND meet one of the Superior Academic Achievement Provisions:
Rank in the upper one-third of your class in the college, university, or major subdivision OR
Grade Point Average:
3.0 or higher on a 4.0 scale as recorded on their official transcript or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher on a 4.0 scale based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum
Election to membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
A college transcript(s) is required if claiming education in lieu of experience and must show your grade point average for all four years of undergraduate study, including all transferred courses. GPA's are rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. OR
Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience equivalent to the GS-07 grade level or equivalent performing duties such as:
Receiving, developing and analyzing data impacting real-time enforcement operations; AND
Identifying areas where additional enforcement data is required and instances where available information is not being fully utilized; AND
Providing communications support to enforcement personnel relative to an integrated communications system comprised of radios, telephones, teletype and facsimile equipment.
Education: A master's or equivalent graduate degree, two (2) full years of progressively higher level graduate education leading to such a degree, or a LL.B/J.D., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work. OR
Combination of Education and Experience: A combination of successfully completed graduate level education and experience. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.
