This position serves as an Airport Certification Safety Inspector (ACSI) and as an Airports Compliance Specialist for the Office of Airports (ARP) Southern Region (ASO-620), Puerto Rico Field Office. As an Airport Safety Certification Inspector (ACSI), this position is responsible for 14 CFR Part 139 compliance.

Duties

As an Airports Compliance Specialist this position is responsible for assessing and evaluating complaints in accordance with 14 Code of Federal Regulation (CFR) Part 13 for non- compliance with applicable laws, policies and procedures related to the terms and conditions of federal land transfers; and federal grant obligations that include airport rates, charges, and revenue diversion. Conducts periodic and surveillance inspections at Puerto Rico, Virgin Islands and other airports (as designated by ASO-620) to ensure compliance with standards for 14 CFR Part 139 in the areas of records, personnel, paved areas, unpaved areas, safety areas, marking signs, and lighting, snow and ice control, aircraft rescue and firefighting, handling and storing of hazardous substances and materials, traffic and wind direction indicators, airport emergency plan, self-inspection program, pedestrians and ground vehicles, obstructions, protection of NAVAIDS, public protection, wildlife hazard management, airport condition reporting, and identifying, marking and lighting construction and other unserviceable areas. Reviews and approves Airport Certification Manuals and emergency plans required by regulation to ensure current and adequate airport operating procedures. Applies experience and comprehensive technical knowledge to solve complex problems and develop improved technical processes. Recommends approval or denial of applications for Airport Operating Certificates. Investigates known or alleged violations of the regulations in accordance with current agency directives. Reviews and evaluates petitions from airport owners for exemptions from any or all of 14 CFR Part 139 requirements. Conducts investigation of vehicle/pedestrian deviations at airports and evaluate results for closure or enforcement (administrative or legal). Conducts reviews of Construction Safety Phasing Plans and conducts inspections of airports to ensure operational safety during construction meets current standards. Reviews and approves wildlife hazard assessments and wildlife hazard management plans and works closely with the airports, wildlife biologists, other technical experts and stakeholders to reduce hazardous wildlife and attractants on and in the vicinity of airports. Investigates potential regulatory violations and initiates administrative or legal enforcement actions, as appropriate. Coordinates recommendations with the Lead Inspector and management as to sanctions, including civil penalties, certificate suspension or revocation. Supports investigations of an aircraft accident or incident on or near an airport, as a senior technical point of contact. Works in collaboration with division staff and other FAA organizations to improve surface safety at airports by reviewing or investigating the factors leading to surface incidents, runway incursions, and aircraft excursions. Collaborates with Regional and Local Runway Safety Action Teams by providing 14 CFR Part 139 expertise and assisting in the development of airport runway safety action plans. Reviews and provides comments on policies, procedures, standards, guidance, and other instructions issued by Headquarters. Participates and maintains training proficiency for all Crisis Response Working Group and Continuity of Operations functions as directed by ASO-600 and ASO-620. Conducts Runway Safety Area inventories, which may include physical inspection of a safety area to determine if it meets agency standards. Reviews and verifies individual airport layout plans, obstruction charts, safety equipment descriptions, construction drawings and documents related to certification requirements. Supports various safety-training outreach efforts with various stakeholders to include out of region and international training initiatives.

Qualifications

To qualify for this position all applicants must demonstrate in their application that you possess at least one year of specialized experience equivalent to the next lower grade level. SPECIALIZED experience is experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must be at least equivalent to the next lower grade or band level in the normal line of progression for the occupation in the organization.To qualify for this position at the FV-J level, all applicants must possess at least one year of specialized experience equivalent to (FV-I) or (GS/FG-13). Coordinates all compliance items with Airports District Office (ADO) and ASO-620 for final review and approval. Conducts Land Use Compliance Inspections at Federally obligated airports, prepares land use compliance reports, tracks progress of sponsor corrective actions through completion, reviews sponsor corrective action plans for compliance with obligations and resolution of findings, provides follow up actions on Land Use Compliance Inspections, and coordinates information on land use audits with ASO-620 and ACO-100 (as approved by ASO-620). Performs review for ADO on all key land release actions, and advises project managers in the areas of land release and land acquisition compliance. Reviews airport audits reported under the Department of Transportation, OIG and Office of Management and Budget Circular A-133 (single audit); and resolves any outstanding issues and findings. Monitors and enforces obligations in order to protect the public interest in civil aviation and achieve compliance with federal laws. This includes the investigation and completion of Part 13 informal complaints filed against airports for alleged violations of various federal laws, regulations, and grant assurances. Applies Federal Law and FAA Policy, and conducts complex analysis to determine if an airport sponsors' actions are consistent with its federal obligations. Provides information on Part 13 conclusions to assist Headquarters personnel on 14 CFR Part 16 complaints and provides follow up on Part 16 corrective action plans. Conducts GA Airport reviews and provides summary report or other necessary documents as directed by ASO-620. Performs investigations and writes reports that substantiate findings for the basis for administrative or legal action. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Performs other duties as assigned.
