We are looking for motivated Management and Program Analysts to help drive the NIH mission. This announcement will be used to fill positions in several Institutes and Centers throughout the NIH.
Duties
Analyzes and evaluates the effectiveness of complex administrative and program operations in meeting goals and objectives.
Develops, coordinates, and implements performance measures to evaluate productivity for a major organizational segment of an agency, such as a region office, center, or major field installation.
Provides higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of program operations.
Researches complex ongoing and projected programmatic activities.
Advises management of unique conditions and issues which affect administrative functions and program activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures.
Develops and maintains communications with other Federal and non-Federal organizations.
Requirements

Qualifications
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: participating in analytical studies of the effectiveness and productivity involving program operations; reviewing the effectiveness of policies and/or procedures related to financial and budgeting operations; gathering and organizing statistical information to improve the effectiveness and efficiency of program operations; drafting recommendations to improve the effectiveness and efficiency of program operations; drafting management operations reports; AND arranging and conducting conferences/meetings with appropriate management personnel;
OR:
B. Completion of a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Education must be related to the position to be qualifying;
OR:
C. A combination of post baccalaureate education related to the position and experience that meets the qualification requirements for this position.
You qualify at the GS-12 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing methodologies used in analytical studies of program operations; developing studies to evaluate the effectiveness of policies and procedures of financial and budgeting operations; writing administrative standard operating procedures; drafting recommendations to improve the effectiveness and efficiency of administrative and management operations and work processes; conducting analyses of administrative and management operations functions and work processes including areas such as systems, manpower utilization, productivity management, workflow, and paperwork management; AND developing and presenting reports of findings regarding management operations.
