This position is located in the Veterans Benefits Administration, Oakland Regional Benefits Office, Office of the Director. The incumbent is responsible for a wide range of duties. The incumbent serves as a Supervisory Program Specialist responsible for providing performance management and technical support for the regional office HR program. The incumbent is the key advisor to the Director and the Division Chiefs on all human resources issues and coordinates directly with the HR Center.

Duties

This position includes but is not limited to the following: Supervisory - Plans work to be accomplished by subordinates, sets and adjust short and long range staffing plans to meet the forecasted mission requirements and changes in critical competencies prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments Administrative - Provides management advisory services in counseling, advising management on developing and maintaining the proper balance between organization strategic plans and goals and human resource development programs; conducting systemic studies to develop management interests Collaborates with the staff/managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible. Implementations may require recommendations for changes in established process and procedures which help workflow of applicable sections. Conducts data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow. Work may entail modification of data mining to include changing or updated variables to meet the overall intent of the assigned task. The incumbent is assigned to special projects to include new initiatives and provides scenarios, possible issues or concerns and viable solutions to potential barriers for meeting new initiatives or structures in a timely manner. This work allows the management to make informed decisions which move closer to meeting strategic goals. Actively collaborates with staff members to execute the Strategic Plans by providing support to management on daily office operations. Tracks any lag time with recruitment or classification actions. Provides solutions. Classification - Provides technical advice and assistance and disseminates human resource information to organization. Reviews classification standards, guides, to assist and coordinate classification assignments. Assist with the initial classification of individual position for submittal to the CCU. Aids supervisors and operating officials on the classification submissions and processes. Recruitment/Staffing - Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Management Employee/Labor Relations - Provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Gathers background information and does extensive probing and analysis to identify causes of misconduct and/or poor performance, select the appropriate penalty to ensure consistent and progressive discipline throughout the organization, and then advise managers. Provides advice and assistance on grievance procedures and options for resolution of conflicts or problems. MINIMUM QUALIFICATION REQUIREMENT: To qualify for this position, applicants must meet all requirements by the closing date of this announcement: TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. NOTE: A copy of your most recent NON-AWARD SF-50 must indicate proof of status and should identify your position title, series, grade, step, salary, tenure and type of service (Competitive or Excepted). To verify you meet Time-in-Grade requirements, also submit a SF-50 reflecting when you entered your highest grade held (e.g. Promotion, Appointment, etc.). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Please do not submit a general adjustment SF-50, as this does not confirm time in grade. Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s). The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. Provided authoritative management advisory services, which includes researching, analyzing, and evaluating issues, determining applicable precedents, and identifying the most effective approach to resolve complex human resources problems. Met and dealt with managers and employees at all levels in situations of a highly sensitive nature. Made final classification determinations and writing evaluation statements. Advised or represented management in employee relations or labor relations meetings. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
