This position is located with THE DEPARTMENT OF HOMELAND SECURITY (DHS), UNITED STATES COAST GUARD (USCG), ASSISTANT COMMANDANT FOR RESOURCES FOR RESOURCES (CG-8), DEPUTY ASSISTANT COMMANDANT FOR RESOURCES (CG-8D), OFFICE OF RESOURCES, ORGANIZATIONAL ANALYSIS, AND WORKFORCE MANAGEMENT (CG-81), ORGANIZATIONAL ANALYSIS AND PERSONNEL ALLOWANCE DIVISION (CG-811), located in Washington, DC.

Duties

You will serve as a Management and Program Analyst primarily responsible for researching and developing background information for resource reprogramming requests, evaluating, and advising on the merits of each in support of various Coast Guard operational and support programs.

Qualifications

For the GS-11 level: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the federal service.  Examples of specialized experience include validating changes to military billets and civilian positions, reviewing incoming billet maps for accuracy and working directly with program managers; and assisting in developing, maintaining, and monitoring integrating reporting systems. OR  Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or possess an LL.M, if related.  OR  Applicants must possess a combination of education and experience that provided the applicant with budget analysis knowledge equivalent to a doctoral degree in the field. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a graduate course of study. Only graduate education in excess of 2 full years of graduate study may be used to qualify applicants for positions at grade GS-11.  For the GS-12 level: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service.  Examples of specialized experience include researching and developing background information for resource reprogramming request and evaluating and advising on the merits of each; and developing, maintaining, and monitoring integrated reporting systems affecting programs with interrelated functions/operations and communicating information to management for effective evaluation of program operations and milestones. For the GS-13 level:  Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service.  Examples of specialized experience include analyzing interrelated billet wide reprogramming issues which have a direct effect on the efficiency, and productivity of substantive mission oriented programs; developing alternative plans, goals, and objectives for the long-range implementation of billet changes; and assessing the productivity, effectiveness, and efficiency of changes to the Personnel Allowance List, Officer and Enlisted Billet Manuals and Headquarters generated reprogramming actions. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
