The position of IT Specialist (APPSW) Senior Cloud Technical Lead provides technical guidance on the selection of 3rd party intranet COTS modules for platforms such as SharePoint and custom software development to integrate the USAGM's workflows into its websites. Duties of this position are primarily focused on the team's management, improvements/developments, and governance of the agency's intranet currently hosted on SharePoint Online within the Microsoft Office 365 ecosystem functionality.
Duties
As a IT Specialist (APPSW), you will be responsible for duties to include, but are not limited to:
Serves as the Senior Cloud Lead performing a wide range of system administration functions, including managing the agency intranet currently hosted in SharePoint Online, as part of the Office 365 platform and regularly monitors the health of the cloud ecosystem to ensure intranet sites are running optimally and have adequate resources (i.e., licenses, memory, and COTS software).
Participates in the governance and overall management of other various cloud tools such as Microsoft Office 365 Teams, OneDrive, and video-related services. Objectives are to include ensuring that resources are properly used and reclaimed when no longer in use and ensures they are utilized in accordance with agency policies.
Develops scripts with tools such as PowerShell to assist with the overall management and governance of USAGM's cloud-based offerings, including the agency intranet sites.
Develops visual dashboards using tools such as Power Business Intelligence (BI) as well as helping with the configuration and customization of various cloud offerings such as Microsoft Project Online.
Coordinates and manages the activities of project teams, which includes working with client USAGM elements and cloud development specialists in the IT Directorate, Agency Engineering section, and other divisions to achieve project goals.
Participates in all aspects of the contracting process and serves as an appointed COR on active contracts for the group. Obtains COR level II status on a by-annual basis, which requires completing 40 continuous learning credits as mandated by USAGM's Office of Contracts.
Conducts market research, preparing contract documentation for solicitations, award selection, and contract oversight post-award.

- This is a non-critical sensitive position. If selected, this position requires the completion of the SF-86.

- This position may require serving a one-year probationary period.
- The full performance grade level for this position is GS-14.

Qualifications
Individuals must have IT-related experience demonstrating each of the four (4) competencies listed below.

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience for this position includes all of the following:
Mastery expertise in Office 365 and SharePoint environments and expert skill in the use of Power Shell in the OF 365 environment;
Broad skill in creating tasks using project management skills to complete enhancements and additions to the system;
Expert skill in various programming and scripting tools;
Develops thorough solutions using a variety of Microsoft development tools (such as, Visual Studio, C#, ASP.Net, MS SQL Server, VBScript); AND
Skill in communicating programs to agency staff and produces masterful presentations or training sessions on SharePoint processes to diverse groups.
