The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This is a TCF Informatics position in Knowledge Management at the James J Peters VA Medical Center.
Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor.
As part of the VA's succession planning, the Technical Career Field (TCF) training program was created to ensure individuals are trained in critical areas that have current or predicted shortages. The program is nationally funded to include salary, benefits and training/travel dollars. At the time of acceptance into the TCF program, trainees will be asked to sign mobility, training, and service agreements. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program.
Selectees will be required to complete and sign the following paperwork; Mobility, Training, and Continued Service Agreements.
Although not guaranteed, with more than 150 freestanding facilities and hundreds of clinic locations, we will strive to place trainees in positions that will work for their needs and the needs of the VA.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major Duties:
Responsible for designing data reporting mechanisms and database applications required for their support.
Consults with appropriate JJP staff to initiate, develop and execute projects in support of data, information and knowledge needs. The incumbent will be expected to exercise initiative and to collaborate effectively with team members and customers in complex and competing activities.
Assists in systems integration of CPRS with 3rd party Clinical Systems, Decision Support Systems, project planning and implementation.
Designs and develops decision support tools to enhance the efficiency and quality of administrative processes and clinical care delivery.
In addition, the incumbent must have knowledge of a broad range of batch, transaction and object oriented computer programming applications, methods of problem definition and analysis, and interactive, relational database manipulation.
Knowledge of both computer accounting and information retrieval systems is required. Knowledge of Microsoft SQL Server and Office Share Point services, Microsoft Data Transformation, Analysis and Reporting Services, VISTA databases, VHA databases, local, VISN, regional and corporate VA data warehouses, DSS and EIS databases is essential.

Qualifications
A Bachelor's degree with Superior Academic Achievement (SAA). SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. I graduated in the top third of my graduating class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. OR I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. One year of specialized experience equivalent to the GS-5 grade level in federal service that has equipped me with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position is experience with the data life cycle to include data design, collection, and management in order to input, retrieve, analyze, summarize, and present information effectively. -OR-
