The primary purpose of this position is to serve as the recognized information technology (IT) specialist subject matter expert to support development and implementation of readiness assessments as a future operations (FUOPS) readiness analyst.
Duties
Serves as an information technology specialist, subject matter expert on cyberspace operations, as a future operations readiness analyst, to bridge the operational to tactical gaps and provide relevant support to CCMD planning.
Analyzes complex operational, tactical situational awareness processes and cyber systems (security) in order to support mission activities.
Participates in studies, conducts trend analysis and performs other work associated with maintaining maximum combat readiness.
Represents the functional mission at higher levels within the CCMD.

- Position is designated special-sensitive and incumbent must be able to obtain and maintain a TOP SECRET (TS) security clearance and be eligible for access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-7 (or equivalent) and Above: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Practical working knowledge of project management principles is required, as incumbent is responsible for overseeing major projects from initiation to completion. Technical direction to branch personnel assigned to projects, and extensive knowledge of cyber Information Technology (IT) principles, methods, and practices as applicable to LAN/WAN network design and administration disciplines is required. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge regarding communications-computer system requirements, AFCYBER tactics, Techniques and procedures, the Air Force Information Network (AFIN) enterprise architecture, along with an in-depth knowledge of current and projected threats (as depicted by the intelligence community) to the Department of Defense Information Network (Dodi) and the AFIN.
2. Knowledge of the principles, concepts, and theories of Cyber Operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation to perform difficult and complex assignments.
3. Knowledge of Information Technology (IT) best commercial and military practices, testing concepts and weapons systems capabilities. Utilizes this knowledge to assist TRANSCOM in accomplishing its cyber missions.
4. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
5. Skill in applying the principles, concepts, and practices of analysis sufficient to perform difficult assignments.
6. Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF), and TRANSCOMs operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
