Veterans Integrated Service Network 10 Human Resources Management Service (VISN 10 HRMS) is recruiting for a Human Resources Specialist (Recruitment & Placement). This position is not virtual and the incumbent will be required to be physically onsite. This position may be authorized for telework for highly qualified candidates only

Duties

Recruitment & Placement Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants. Adjudicates and makes decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified. Provides input to the immediate supervisor on final decisions. Responsible for drafting and preparing announcements; evaluating, rating and ranking applications; adjudicates veteran's preference; updating various logs, maintaining active and inactive files and pending files, issues Notice of Ratings (NORs); and issues and audits certificate of eligibles. The incumbent processes a variety of requests for personnel action (RPAs) to fill a variety of positions. Provides technical advice to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, special hiring authorities, etc. Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems. Performs internal placement duties that include conducting job analysis, preparing promotion and placement products, and issuing referral certificates. Ensures that all placement actions meet regulatory requirements. Consults on and ensures all pre-employment requirements are met, such as: position management and organizational design, pay administration such as physician market pay; setting pay for Title 5, Title 38 and Hybrid employees, using multiple pay scales and various information sources; VetPro Credentialing; position descriptions, functional statements, scopes of practice, crediting plans, and job analysis. Consultation Coordinates with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process. Advises on the selection of SMEs and the rating panel process. Provides management advisory services in conformance with established criteria to resolve conventional problems that arise in administering an applicant recruitment. Prepares written correspondence and other documents. Writes a variety of documents to include items for newsletters, information needed on congressional inquiries, responses to reconsiderations, letters responding to inquiries from employees and other customers, and provides guidance on regulations, policies, directives and applicable supplements. Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area. Leverages expertise to create legally sufficient solutions and provide information on the widest range of flexibility from which local and regional managers can choose that achieve their objectives. Provides law, policy, and analysis to the manager to support their recommendations. Resolves by difficult and controversial internal and external staffing and placement problems building coalitions and consensus through persuasion. Researches qualifications and skills needed and ensures the job analysis is properly formulated with subject matter experts to garner highly qualified applicants. Provides authoritative management advisory service on supplements to qualifications standards, such as selective placement factors and quality ranking factors to target a desired applicant pool. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Fulltime - Monday - Friday - 8:00am - 4:30pm Compressed/Flexible: May be Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Staff who leave VISN 10 HR may be indebted for any part of the service agreement not fulfilled.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-7 level, you meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-5 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Ability to perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; communicate factual and procedural information clearly, orally and in writing; and gather and analyze basic facts and draw conclusions. ~OR~ Education: Successful completion of one full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade-point average or honor society membership. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond a bachelors degree) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Skill in applying, a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; and knowledge of the occupational design of positions within assigned organizations sufficient to: advise management officials on various types of appointments and their appropriate application in both the competitive and excepted services; advise on the procedural and regulatory requirements governing the merit promotion process; develop rating factors and crediting plans for vacancy announcements; use a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; and advise on position career patterns. ~OR~ Education: Successful completion of a Master's or equivalent graduate degree, two full years of progressively higher- level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge and understanding of federal and non-federal personnel regulations and laws as it applies to recruitment and placement; advising management officials on various types of appointments and their appropriate application in both the competitive and excepted service; advising on the procedural and regulatory requirements governing the merit promotion process; conducting job analyses on a wide variety of occupations; developing rating factors and crediting plans; drafting and preparing vacancy announcements, determining applicant's eligibility, and issuing referral lists and certificates. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience and skill in applying a wide range of HR recruitment and placement functions; knowledge of federal personnel regulations, laws, techniques, and guidelines to include OPM requirements; experience working with a variety of difficult and complex Human Resources (HR) work assignments; developing vacancy announcements using a variety of recruitment strategies; knowledge of HR database systems to query, retrieve, and analyze information to complete and monitor routine and special assignments; providing advice and guidance to management officials on a variety of HR topics and issues to include pay administration.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.

Superior Academic Achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for Superior Academic Achievement (S.A.A.) is described in the OPM General Schedule Operating Manual.
  1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies.
