The primary purpose of this position is to serve as a course director and instructor for Protocol on the in-resident faculty of the Force Support Professional Development School (FSPDS), performing a wide variety of duties and responsibilities encompassing carrying out instruction, curriculum development, administration, research (continued in Duties)

(cont) and consultation as required. As Course Director, serves as authoritative consult and troubleshooter, ensuring the effective communication of all activities required for the development, implementation/delivery and maintenance of assigned courses.
Duties:
Performs course director duties responsible for the overall preparation and execution of one or more Protocol Fundamentals courses and other FSS-related courses as assigned.
Instructs and/or prepares guest faculty to teach assigned courses, which includes familiarization with course materials and a thorough understanding of course content, objectives, and teaching methodologies.
As a recognized expert in the Protocol function, develops and maintains professional contacts with a variety of levels and organizational elements-MAJCOMs, FOAs, Air Staff, DoD, OPM, and other government agencies.
Works closely with Air Force policy representatives on critical, short notice education/training needs to meet one time requirements.
Upon local initiation, in collaboration with Air Staff and DoD A1 functions, or in affiliation with other organizations, participates in projects as a subject matter expert to identify education needs, both short- and long-term.

Qualifications
In order to qualify, you must meet the basic and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.
Basic Requirement for GS-1701 Positions: A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, or other fields appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts.
OR
Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive, intensive, practical knowledge of the FSS career field with emphasis in the protocol career field, associated with the training assignments, to include awareness of policy, legislative and technological changes or new developments. Knowledge is required to conduct extensive fact-finding and development of source information, and to resolve significant problems in selecting, interpreting, and adapting materials. Comprehensive, in-depth knowledge of training methods, techniques and tools in order to design, develop, maintain, and conduct complete protocol courses (or to work with curriculum committees or other authority to develop the courses), and to arrange and moderate seminars and conference, to include giving lectures and participating in the panel discussions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of A1 functional areas, specifically Protocol.
2. Ability to manage and direct the overall presentation of a course of instruction, either resident or non-resident.
3. Ability to compile, assemble, construct, and write educationally sound instructional materials and instructor guides for use in classroom instruction.
4. Ability to effectively instruct in specialty material in various educational mediums and developmental settings.
5. Ability to work effectively and constructively with various groups in accomplishing assigned projects. Ability to compose and deliver both written and oral presentations.
6. Ability to interpret and apply various complex A1 instructions, standards, in addition to complex and sometimes contradictory and procedural guidelines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
