This position is in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service (EDU). The incumbent serves as a Program Analyst for the Strategic Initiatives and Integration Team on the Program Integration Office Staff, and reports to the Chief, Strategic Initiatives and Integration Team, Education Service.
Duties
Specific duties include:
Ensure that the organization's strategic plan, mission, vision, and values are communicated to Education Service staff and integrated into the service's strategies, goals, objectives, work plans and work products and services.
Maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures, and written instructions from the supervisor; maintain current knowledge to answer questions from staff on procedures, policies, directives, etc
Estimate and report to the supervisor or leadership on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve Education Service's effectiveness, efficiency, and work products.
Facilitates team or unit processes by working in collaboration with team members or employee to ensure that tasks are completed, that good working relationships among team members and employees are maintained, and that team priorities and goals, needs, and achievements are coordinated with management.
Articulates and communicates to the team the assignment, project, and problem to be solved, and actionable. Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishments of assigned team tasks; and ensures the proper employees have integral role in developing the final product.
Serve as technical advisor in matters, issues, and questions pertaining to customer and employee experience and/or assigned areas and identify, develop, manage, and lead initiatives to improve customer experience and service delivery.
Design and undertake management studies, initiatives, or data gathering efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance, i.e., the actual limits of the project are
developed as the study proceeds. Studies are typically designed to provide information that assists management in the agency's diverse program areas, improve program delivery, and identify actual or potential problem areas impacting program operations and customer experience in the short and long term.
Work with stakeholders across organizations, functions, and levels to build understanding and solve challenging problems, empower teams to move forward by developing metrics, measuring results, and integrating new methodologies into existing systems.
Develop mechanisms for gathering or using existing quantitative and qualitative data to help stakeholders understand their customers; develop insights to inform decision-making, identify and scope problems; and embark on new research areas worth exploring through innovative methods. This could include designing surveys, conducting interviews, focus groups, usability test session, secondary research, observational studies, etc.
Review, evaluate, distill, and synthesize data to uncover issues, identify trends and provide insights that drive organizational strategy. Plan and facilitate workshops, meetings and/or other interactive sessions to gather feedback and insight from key customers and stakeholders.
Document, package and present findings, insights and recommendations via reports, presentations and/or other outputs as needed. Make research findings relevant and impactful for design and action through a variety of formats such as insights, stories, videos, experiences, and exhibits.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-09/11/12/13.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
GS-09: 52 weeks at the GS-07 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Specialized Experience GS-09: Experience in conducting studies of work processes and procedures; identifying problems; making tentative recommendations for problem resolution; reviewing reports and studies to ensure that user requirements are met.
Specialized Experience GS-11: Implementing development plans that is in line with Education Service goals and benchmarks, providing Education Service employees with the latest technology and training tools for teaching, learning and career leadership development.
Specialized Experience GS-12: Project development management, strategic planning, researching, and reporting, building partnerships and analyzing pertinent laws.
Specialized Experience GS-13: Project development management, strategic planning, researching, and reporting, building partnerships and analyzing pertinent laws; making sound recommendations (either oral or written briefs) to senior leadership; determining the impact of laws, policy, or procedures; participating in special projects; preparing briefing materials, letters, spreadsheets, and other ad hoc correspondence.

GS-09 Education: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. NOTE: You must submit a copy of your transcripts with your application.
GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
