Duties
As a OPERATIONS SPECIALIST at the GS-0301-12/13 some of your typical work assignments may include:
Technical lead for planning and execution of specialized exchanges between Explosive Ordnance Disposal (EOD) technicians, DoD response forces, the Interagency, and international partners.
Provides US nuclear weapons incident response technical support for national level and lower incident management exercises.
Provides expert coordination and management support for national and international nuclear weapons incident response exercise training activities (to include technical exchanges, Seminars, Table Top Exercises, Command Post Exercises, and full-scale Field Training Exercises encompassing multiple commands, multiple interagency departments and agencies, multiple international partners and multiple exercise sites) ensuring comprehensive, responsive exercise support has been anticipated and is in place.
Leads Integrated Planning Teams (IPT) consisting of exercise planners, scientists, contractors and operators for planning, coordinating and participating in OSD-directed, JCS-sponsored, DTRA-executed national and international nuclear weapons incident response exercises and EOD technical training.
Represents the agency at high-level planning meetings and working groups. Leads technical planning effort and briefs senior leaders on proposed plans.
Plans, coordinates, executes and manages all efforts concerning international agreements.
Provides oversight, advice and assistance to the Division Chief and project managers on program plans, procedures, policies, program expenditures, and contracts.

- This position may require travel away from your normal duty station on military or commercial aircraft.
Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Overall experience of U.S. government Weapons of Mass Destruction (WMD) policies and doctrine;
Knowledge of emergency planning, preparedness measures, activities, functions, and authorities; and
Coordinating, planning, and executing large, interagency nuclear weapon incident response field exercises.
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Providing technical expertise of nuclear weapons accident/incident response procedures from a tactical to strategic level;
Developing, scheduling, coordinating, and/or managing projects and resources in support of an organization with a nuclear weapons mission; and
Overseeing, advising, and providing assistance to leadership and project managers on nuclear weapons incident response program plans, procedures, policies, program expenditures, and/or contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
