This position is located in the Department of Health and Human Services, Administration for Strategic Preparedness and Response, Policy Divison, located in District of Columbia, District of Columbia.

Duties

Serves as a Program Analyst in the Policy Division in the SPR with responsibilities for developing policies, plans, and guidance for public health and medical preparedness and response, biodefense, and national health security. Serve as Designated Federal Officer for one or more ASPR-managed federal advisory committees of federal and special government employee members to provide specific strategic policy, operational, and other recommendations and decision options for the Secretary of Health and Human Services (and other senior leaders). Coordinate assigned Federal Advisory Committee activities to ensure consistency with relevant policies (e.g., Government in the Sunshine Act, HHS policies, GSA Federal Advisory Committee Act Final Rule) and ASPR goals, making sure projects develop according to timelines. Performs public administration best practices to enable full and quality support-and mission performance-of federal advisory committees. Lead and participate in agency and interagency working groups and project teams of professionals with diverse skills, technical expertise, positions/roles, and professional backgrounds (tenure, sector, etc.). Develop work plans that match available assets, skills, and time allocation to meet operational needs; and recommend approaches to address identified gaps and risks.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Managing and supporting management/operations (e.g., recruitment, reporting, orientation, ethics), deliberations, or products for a federal advisory committee or another entity which advises senior leaders. Facilitating large groups of diverse professionals/experts, officials, and the public in internal and public settings, particularly on issues that are complex or controversial. Applying project management concepts, tools, and tracking methods to facilitate the development of planning products for federal advisory committees or public health emergencies. Communicating (in writing and orally) to develop working relationships with individuals inside and outside the organization, articulate issues, write plans, and effectively communicate during public health emergencies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
