You will serve as a Logistics Management Specialist in the Technical Manuals Branch (Code 314), Integrated Logistics Engineering, Readiness and Training Division (31), Machinery Research, Logistics and Ship Integrity Department (30), Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Philadelphia, PA (NSWC PHILA DIV)
Duties
You will stay abreast of emerging and state of the art logistics through readings, contacts with other specialists and attendance at meetings and symposia.
You must be aware of new systems developments and techniques, and be able to formulate plans and strategies to implement them.
You will make presentations and develop technical reports describing objectives, procedures, analyses, investigations and recommendations.
You will prepare and present progress reports and document conditions, important factors, describe results, innovations and conclusions, and recommend courses of action for change in future initiatives, which may merit further work.
You will develop plans of action indicating requirements/tasks to be achieved and justification for proposed approach, and required coordination with other organizations and activities.
You will be responsible for monitoring the acquisition, update, and maintenance of Technical Manuals to ensure all current Department of the Navy and NAVSEA Technical Manual Management Program (TMMP) policies are followed.
You will develop, prepare and promulgate command wide policies and procedures requisite to effect implementation of configuration specific ship systems maintenance documentation for in-service HM and E Systems.
You will be a liaison with the technical community, both government and private industry.
You will review proposals and ship change documents/alterations to ensure impact to technical manuals is identified.
You will formulate preliminary program budgets to identify work year projections, time and performance constraints.
You will negotiate budget requirements with senior level sponsors on behalf of NSWCPD and other Navy commands.
You will monitor all expenditures and trends pertaining to the agreed upon cost, time and performance constraints
You will serve a project/program/team leader in planning, organizing and directing extensive work efforts of the agency.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Poviding technical expertise resolving Integrated Logistic Support (ILS) issues for Mechanical and Electrical systems (HM&E) equipment and systems related to Navy ships and shore based activities.
