This position is located in the Office of Inspections (ISP), Office of Inspector General (OIG) for the Department of State and the U.S. Agency for Global Media (USAGM). ISP conducts inspections of overseas missions, domestic operating units, and high-risk areas of programs. The incumbent of this position serves as a Supervisory Management and Program Analyst in the Quality Division of ISP.
Duties
The primary purpose of this position is to manage and supervise ISP’s report review and publication program. The incumbent’s duties and responsibilities may include, but are not limited to the following:

- Must be able to obtain and maintain a Top Secret security clearance.
- This is a supervisory position.
- New supervisors must successfully complete a 1-year probationary period.
- One year probationary period, unless excepted by regulation.
- Statement of Employment & Financial Interest required prior to appointment.
- If selected, you will be required to file a Confidential Financial Disclosure (OGE Form 450).
- Overtime may be required on short notice to include nights, holidays, and weekends in support of related mission requirements, as a condition of employment. Approved overtime hours will be compensated with overtime pay or compensatory time.
- The selected candidate may be required to carry a Government Furnished Equipment (GFE) cellular device.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience in managing a report review and publication process.
Experience in coordinating and reviewing the work of others.
Experience in preparing written materials and briefing senior officials.
Experience in using CIGIE or other quality standards or professional standards.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through".
