The primary purpose of this position is to manage the conduct of comprehensive workforce training programs, and organization analyses of a wide diversity of organization, functions, and work process and provide innovation, expert management consultant capabilities to improve mission effectiveness, resource effectiveness, and resource oversight.
Duties
Studies the structure and/or function a maintenance organization with extremely interrelated work processes and functions and actually develops the workforce and maximize mission accomplishment and resources utilize by improving the training program.
Designs, develops, and plans and general guidance for an monitors operations planning in support of departmental, strategic, tactical, and administrative training plans and programs including installation planning for accomplishment of mission goals.
Designs, plans and conducts studies, management surveys and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing overall effectiveness of plans and program operation.
Provides complex management support services in the area of program cost analysis, annual/multi year/long term budget planning.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicaints must have at least one year (52 weeks) of specialized experience equivalent at the next lower grade (GS-11), or equivalent in other pay systems, or will in the next 120 days, to the GS-11 (or higher) grade level (may have been obtained in the federal service, military, private or public sector). Examples of specialized experience includes providing analysis support to senior leadership on diverse maintenance resources through various statistical, analytical, and organizational methods. Uses various presentation techniques in providing information on historical performance, organizational staff functions, and trends and indicators for management to make informed decisions on diverse maintenance resources. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of DoD, Joint and AF management engineering principles, concepts and methodologies and basic financial management directives, concepts, procedures, guidance and policy.
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of programs operation to devise organizational solutions.
Skill in conducting interviews with supervisors and employees to obtain information about organizational mission, function, and work procedures.
Ability to communicate effectively, both orally and in writing to gain cooperation from others through tact, courtesy and diplomacy.
Ability to access or locate information through the use of software programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
