The Program Support Assistant -The work of this position best matches grade 05 in both the Nature of Assignment and Level of Responsibility as described in the Grade Level Criteria in the Grade Level Guide for Clerical and Assistance Work. Handles conflict and problems in dealing with the customer constructively and appropriately. Incumbent will take into consideration the possible loss of sensory ability, i.e. deafness, blindness, or other disability, which may impair the communication process.
Duties
Duties include, but may not be limited to the following:
Assists with clinic profile setup and modification requests. Uses qualitative and quantitative analysis techniques to formulate recommended clinic profile changes to improve utilization and efficiency of clinics;
Performs work involving the collection, compilation, and/or tracking of data and statistical information, as well as preparing and developing reports. This includes participation in developing "lean" processes within the Service;
Establish protocols for incoming data, creates internal databases, organizes written and computerized data, and retrieves data. Performs an analysis of the data and generates a variety of reports;
Serves as the primary Automated Data Processing Application Coordinator (ADPAC) for the Service;
Serves as the primary PIV Sponsor;
Responsible for purchasing supplies and services using a government purchase card and for the timely and accurate reconciliation of purchase card orders. Incumbent will also monitor and maintain budget data on supplies and service funds control points;
Coordinates meetings, and arranges for space, room configuration, completes minutes, agendas, and other administrative duties. Assists with other administrative functions such as copying and faxing;
Performs Talent Management System (TMS) administrative duties within the database which includes assigning staff training and monitoring completion of staff training;
Responsible for processing travel and training requests;
Provides timekeeper coverage;
Performs suspense item tracking;
Develops routine plans or schedules using standard references and existing information;
Based on defined objectives, determines specific steps, input required, and/or milestones;
Assists with action plans relating to performance improvement initiatives and performance measures preparation;
Assists with identifying resources needed to complete tasks.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include performing three of the following tasks: interpreting and applying policies and procedures; preparing documents and reports in Microsoft Word and Excel; scheduling meetings; taking meeting minutes; and/or coordinating travel for staff.

Applicants may substitute education for the experience required for the GS-05 level.
OR
Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
