The primary purpose of this position, Human Resources Specialist (Recruitment & Placement) GS-0201-7 potential GS-0201-12, is to serve as a HR Specialist (Recruitment & Placement) in a developmental capacity, performing assignments for Center-level organizations that are designed to further develop applicable analytical and evaluative skills and techniques.
Duties
Provide recruitment and placement services to complex and dynamic organizations.
Perform a full range of staffing advisory services to organizations serviced.
Lead or participate in special initiatives, studies and projects, and affirmative employment activities.
Prepare written correspondence and other documents.
Extend job offers, establish reporting dates, and coordinate with all responsible personnel to ensure pre-employment requirements are met.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental GS-07 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-7
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of, and skill in applying, a wide range of methods, principles, and practices commonly used in the recruitment and placement process; and knowledge of the occupational design of positions within assigned organizations sufficient to advise management officials on various types of appointments and their appropriate application in both the competitive and excepted services.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes: Developing rating factors and crediting plans for vacancy announcements; using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; and advising on position career patterns.

SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of, and skill in applying a wide range of recruitment and placement concepts, practices, regulations, precedents, and procedures; special recruiting authorities and strategies; and a wide range of position classification concepts, principles, and practices.
OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit copies of your unofficial transcripts.

GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes: Identifying, evaluating, and integrating the widest range of considerations into problem solving efforts for serviced organizations; incorporating consideration of career ladders, career development and training, management practices, working conditions, recruitment and retention incentives, organizational design, and position classification and position management into problem solving efforts; and providing internal/external placement services to recruit for highly specialized and hard-to-fill positions that result from technological advances in these fields.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
