This Administrative Officer position is located in the Sterile Processing Service of the VA Healthcare Systems, located at the White River Junction campus. This position is full time at 40 hours per week.
Duties
Duties include but are not limited to:
Gathering and analyzing data for reports, researching problems and issues and working out solutions with others, operating a personal computer using various software packages (Word, Excel, etc.);
Communicating effectively, both orally and in writing, with a wide variety of personnel;
Analyzing and recommending solutions to the problems which rise at a complex Medical Center;
Advising on and interface the clinical and administrative functions;
Ensuring compliance with laws and prevent medico-legal difficulties;
Analyzing and measures the effectiveness, efficiency, and productivity of administrative and technical programs;
Determining unit costs, and understanding procedures for forecasting workload;
Implementing, evaluating, and coordinating all quality assurance activities for SPS;
Participating in committee actions and recommending actions on budgets, and procurement of supplies, equipment, and services;
Working well with people of varying educational and socio-economic backgrounds in activities involving critical or sensitive issues;
Presenting information and recommendations, both orally and in writing;
Disseminating information, resolving queries, and handling administrative functions for the Chief of SPS.
Work Schedule: Monday-Friday; 8:00 am- 4:30 pm.

This position is a NAGE Bargaining Unit position.
This position is covered by locality-based comparability pay.
Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
You may qualify based on your experience and/or education as described below:
GS 07
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating the daily operational activities of the Service, which include personnel, budget, procurement, and other administrative issues; formulating various budgets, monitoring projects, interpreting administrative policies, developing local policies, providing advice to management, maintaining systems and generating various weekly, monthly and annual reports.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement*. Degree must be relevant to the position to be filled.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled.
GS 09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating the daily operational activities of the Service, which include personnel, budget, procurement, and other administrative issues; formulating various budgets, monitoring projects, interpreting administrative policies, developing local policies, providing advice to management, maintaining systems and generating various weekly, monthly and annual reports.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09. The education and experience must be directly related to the work of the position to be filled.

Physical Requirements: Work is mostly sedentary with no special physical demands.
