Management and Program Analyst is in the VA Insurance Service, to assist in the support the Assistant Director and Chiefs across three areas of Insurance which are Office of Stakeholder Engagement and Mission Support, Program Administration, and the Director's Office. The primary responsibility is to perform communications, analytical, and evaluative work related to program operations, program communications/marketing, organizational efficiency, and productivity.
Duties
Major Duties:
Conduct management audits, surveys and systematic reviews of operations and service delivery systems in order to ensure that established policies, practices, and procedures are effectively and efficiently implemented throughout the Insurance Program.
Apply analytical and evaluative methods and techniques to issues or studies concerning substantive program functions. Identifies and implements improvements in methods, procedures, and the utilization of resources to enhance efficiency and quality of service to the customer.
Schedule, coordinate and conduct special projects and reviews and - providing written reports within appropriate time frames as required by controlling directives.
Prepare materials for the Director and/or Deputy Director and/or Assistant Directors to participate in symposia, user groups, and agency gatherings from which policy matters and/or future directions are devised; and may occasionally attend such meeting or conferences.
Assist in coordinating, and executing activities associated with the Insurance program's procedural requirements and public affairs, to include both employee engagement and VBA wide mandates.
Assist in the accountability of communications in and out of Insurance Service by preparing Insurance communication/marketing materials, assignment sheets, routinely monitors due dates, follows-up on overdue assignments, and records completed assignments. Selects the most appropriate evaluation strategy, analytical or statistical approach to research and document assigned topics.

Time-in-grade:
Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience/ Education:
GS-09
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as assisting staff with administrative, analytical, and evaluative work. Experience gathering and organizing narrative and statistical information. Communicates orally and in writing findings, results, and recommendations to management. Prepares information for presentations, white papers, training, and other informative purposes. Experience Creating communication and/or marketing materials or developing and preparing communication plans for internal and external audiences.

Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Combining Education and Experience
GS-11
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as identifying and developing data to address inefficiencies; conducting data functions to assess and devise action plans to improve data integrity; evaluating and advising on communication/marketing materials, organization structures, preparing policy directives, letters, memoranda and written guidelines and recommendations.

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Combining Education and Experience
GS-12
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as Using advanced management principles, for development of strategic planning, development of communication and marketing materials, resource allocation; evaluating the effectiveness of business operations and the efficiency and productivity of management; advanced experience with the planning, research, analysis and problem solving of assigned programs; expertise in conducting queries and audits of business programs/policy assessments.
There is no educational substitution for the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
