The primary purpose of this position is to serve as Navy Element Chief for the Headquarters, United States Central Command (HQ USCENTCOM), Manpower and Personnel Directorate (CCJ1); provides supervisory oversight for Manpower and Human Resources functions for all assigned Navy personnel.
Duties
Plans, organizes, and oversee the activities of the Navy Service Personnel Element.
Serves as the Lead Navy Program Manager for HQ USCENTCOM providing direct executive level support to the Navy Element Commander (two-star admiral) and Commanding Officer (Captain/0-6).
Represents U.S. Central Command with a variety of installation and functional area organizations.
Manages the Information Security Program.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- Must be able to obtain and maintain Information Assurance (IA) level 1.
- Must be able to obtain and maintain a Secret security clearance
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the following: (1) expert knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Combatant Command Navy wide personnel, manpower, services program administration responsibilities; (2) thorough knowledge of DoD, Navy, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of personnel/manpower/services program administration to support operations and perform difficult and complex work assignments; (3) comprehensive knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data, to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of Navy programs; (4) expert knowledge of standardized procedures and requirements relate to operating Navy programs in order to conduct program evaluations, identify problems, and resolve inefficiencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the organization, functions, roles and mission of a strategic, geographic combatant command (CCMD) headquarters, as well as the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to sufficient to support CCMD Navy wide personnel/manpower/services program administration responsibilities.
2. Thorough knowledge of DoD, Navy, AF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of personnel/manpower/services program administration to support operations and perform difficult and complex work assignments.
3. Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of Navy programs, sufficient to serve as a technical specialist and spokesperson to further operating agency objectives on important issues.
4. Knowledge of standardized procedures and requirements relate to operating Navy programs in order to conduct program evaluations, identify problems, and resolve inefficiencies.
5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
6. Ability to perform independently to accomplish difficult and complex advisory functions which are characterized by a great depth, breadth, and variety of program applications and require experience and independent judgment. The diversity of the program calls for initiative, creativity, and adaptability to resolve pervasive problems and issues without compromising program objectives, requirements, and security.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
