This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.
Duties
Responsible for various budget administration functions in the formulation, execution, and review of assigned portions of the appropriated fund budget, both direct and reimbursable, of Headquarters III Corps and Fort Hood.
Formulates and revises the annual budget estimate for assigned accounts.
Initiate action to transfer funds between object class and line item accounts within Fort Hoods reprogramming authority when funds are needed to cover increases in obligations or to cause expenditures to fall within established limits.
Drafts procedural guidance to installation managers concerning the format for submission of annual estimate of funding needs.
Verifies fund availability and certifies funds on various actions such as purchase requests, travel requests, personnel actions, and reimbursable orders within assigned accounts.
Executes budgets and requires full access of all meeting/conference information for III Corps training exercises.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Financial Management Level 2 Certified position, designated as such in accordance with the NDAA 2012 PL 112-81, Subtitle F - Financial Management, section 1051, amending 10 USC, section 1599d.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting with a wide range of budget administration duties such as preparing, analyzing, executing, and/or reporting budget requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Budget, Business, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
