Duties
This position is located in Fiscal Operations of the Federal Library and Information Center (FEDLINK), Library Enterprises Directorate. The incumbent in this position serves under the general direction of the Executive Director of FEDLINK. The incumbent is responsible for planning, developing and administering Federal Library and Information Network (FEDLINK) financial activities, a cost recovery revolving fund. Duties include formulating and tracking the annual budget, cost accounting, revenue tracking, and expenditures. The incumbent serves as the technical expert on financial matters and must be knowledgeable about federal budget and financial management procedures or current business practices or accounting principles, practices and controls, including automation as applied to fiscal operations. The incumbent is responsible for knowledge of the workflow and processing operations and statistical gathering and reporting requirements of (FEDLINK), as well as the Library's automated financial management system. FEDLINK assists all three branches of the US Government in acquiring approximately $200 million worth of information resources annually. Incumbent supervises employees performing financial management activities.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to supervise and lead a diverse workforce.**
Knowledge of the Federal budget process and financial management practices and procedures including planning, formulation, justification and execution.**
Ability to capture, analyze, estimate, and forecast financial management and related cost data.**
Ability to communicate in writing.
Ability to interact collaboratively with others and provide consultation or liaison services.
Ability to communicate effectively other than in writing.
