Duties
The primary purpose of this position is to serve as the principal technical advisor to AMC/A3 on matters associated with classified Air Force operational support and Special Access Program (SAP) management, planning, analysis, and execution responsibilities.
Provides air operations planning expertise.
Develops AMC policy and procedures.
Assists and monitors command education, training, and security programs for classified world-wide activities.

- Individual must possess and maintain a Top Secret (TS) clearance, meet current USAF SAP eligibility requirements and sign SCI and SAP IndoctrinationAgreements for employment.

- This position is subject to provisions of the DoD Priority Placement Program.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Position will require planned and short notice travel to CONUS and OCONUS locations by all means of civil and/or military transportation. Individual must be able to travel approximately one week per month.
- Position will require standby duty, unplanned overtime, unusual hours, weekend, and possibly 24/7 rotational work schedules to meet contingency and other support requirements. Incumbent must be prepared to be recalled to work on short notice.
- Individual is subject to random Counterintelligence Scope Polygraph (CSP) and drug examinations.

- Rated aviation experience is highly desired.
- Centrally Managed Position. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Operations Series, GS-2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes specialized experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; mastery knowledge of Air Force transportation operations policies, concepts, principles and methodologies applicable to air transportation operations under peacetime and wartime conditions; expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas, and the regulatory framework in which the transportations operations program operate; expert knowledge of the command air transportation operations systems, its capabilities and how it incorporates transportation requirements and operations if serving in a Functional Manager capacity otherwise a good sound working knowledge; and mastery knowledge of Air Force air transportation operations policies, plans and planning documents and publications, procedures, and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Demonstrated expertise in the planning, coordination, and execution of air employment and/or deployment operations to include: ground operations, mission planning, command and control, communications, navigation, air refueling, national and international flight rules/procedures, and diplomatic clearance requirements.
2. Knowledge of Joint and Air Force air operations doctrine.
3. Ability to exercise, in real-time, the broad decision-making authority required to meet aviation related crisis action operational, security, and legal requirements.
4. Knowledge of Special Access Program at the Major Command level or higher with responsibilities to include planning, execution, training, and program security.
5. Demonstrated knowledge of the USAF support structure, operational planning process, and service requirements/directives pertaining to air operations.
6. Ability to communicate both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
