The Integrated External Network's Acquisition Directorate manages administration of acquisitions for care in the community as well as provides project management support for contract requirement changes. The incumbent serves as a Program Analyst supporting the administration, implementation, and completion of acquisition actions and performs work to achieve the project goals, objectives, and other guidelines set by the Supervisory Program Analyst.
Duties
Duties include, but may not be limited to:
Performs tasks requiring program planning, audits, and evaluations.
Develops draft contract requirement packages covering program requirements, options, funding, delivery schedules, lead times, quality assurance, environmental issues, etc., to include all reporting requirements, for Program Manager's review.
Prepares read ahead materials and briefing materials for meetings, conferences and briefings attended by or conducted by the program team for Program Analyst's and Supervisory Program Analyst's review.
Drafts memoranda, meeting invitations, and other written correspondence for approval/signature.
Prepares statistical and analytical reports by researching and presenting on various topics related to the acquisition lifecycle
Identifies short- and long-term implications on program and systems operations.
Helps with research and analyzes operational contingencies and special situations to assist management and other staff in developing process solutions, change management and implementation.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 6:00am-6:00pm (Negotiated Upon Selection)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position, you must have served 52 weeks at the GS-05.
For a GS-09 position, you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience:
1. Practical knowledge of standard procedures, practical knowledge of technical methods to perform assignments such as various programs and technical systems are required
2. Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature impacting the program
3. Effective oral and written communications skills to develop/draft SOPs and other materials needed to provide advice, guidance and build effective partnerships with individuals have a variety of diverse backgrounds.
You may qualify based on your experience and/or education as described below:
GS-07Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Apply knowledge of basic principles, concepts, and methodology of administrative occupation to carry out elementary assignments, operations, or procedures;
Utilize practical knowledge of standard procedures, practical knowledge of technical methods to perform assignments such as various programs and technical systems;
Analyze and evaluate techniques to identify, consider, and resolve issues or problems;
Communicate effectively through oral and writing skills to assist in the development of draft SOPs and other materials;
Apply qualitative and quantitative analytical techniques to complete assignments involving literature search, task analysis, productivity charting, and calculating statistical measures; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or have obtained superior academic achievement and completed all the requirements for a bachelor's degree from an accredited college or university (Please see OPM Superior Academic Achievement policy; OR,
Combination: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develop draft SOPs and other materials needed to provide advice, guidance and build effective partnerships with individuals have a variety of diverse backgrounds;
Apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature impacting the program;
Conduct interviews with supervisors, program managers, and employees to obtain information about organizational missions, functions, and work procedures;
Utilize qualitative and quantitative analytical techniques such as: literature search, work measurement, task analysis and job structuring, productivity charting, organization and process design, graphing, and calculation of statistical measures;
Complete assignments, operations, or procedures using basic principles, concepts, and methodology of administrative occupation; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR,
Combination: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent
