About the Position: Serves as an Emergency Communication Dispatcher for the Directorate of Emergency Services, Fire Protection & Prevention Division, 911 Emergency Communications Branch providing around the clock 24/7 emergency police, fire, guard and medical services to the public by answering emergency 911 calls, and dispatching appropriate personnel and equipment.
Duties
Distribute and balance the workload among employees assigned to a specific shift, prepare work schedules for the employees, incorporating leaves and personnel shortages and report them to the supervisor to ensure complete coverage of the shift.
Report to supervisor?s information performance, progress and training needs of employees.
Track work progress on a day-to-day basis making workload changes as needed.
Review paperwork submitted by the dispatchers for content and clarity.
Prepare police blotters, journals, and other associated police and emergency response reports, filing and other administrative duties as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee must obtain and maintain a Secret security clearance and access.
- Obtain and maintain certification in first aid and CPR.
- Must be able to pass an audiology examination.
- Must be able to pass an optometry examination that includes being able to vividly distinguish colors.
- Subject to work emergency overtime.
- Must obtain and maintain 911 communications certification in Emergency Medical Dispatch (EMD).
- Must have completed a 40-hour basic Telecommunicator training program.
- Must possess and maintain an active National Crime Information Center (NCIC) certification.
- Position is subject to shift work.
- Subject to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
- Performance of duties is in a highly stressful, restricted office environment.
- Must obtain and maintain continuing Dispatch and Intrusion Detection education requirements.
- Must possess and maintain a valid State driver's license.
- Must obtain and maintain training in the Incident Command System IAW National standards.
- Must obtain and maintain certification in hazardous materials awareness.
- This position is designated as a Key Position IAW AR 690-11. Civilians in key positions must be exempted from recall to active duty because of Reserve or retired military obligation.
- This position is covered by the Civilian Drug Abuse Testing Program and will require a drug test. Subject to random urinalysis testing IAW Department of the Army Guidelines.
- A one-year probationary period is required if one has not been previously served.

Specialized experience: One year of specialized experience which includes experience in an Emergency Services Communications Center that includes (1) providing emergency services communication operations in an Emergency Services Communications Center; (2) provide clear and precise instructions under highly stressful conditions; (3) operate and interface with law enforcement computerized databases such as Army Law Enforcement Reporting and Tracking System (ALERTS), National Crime Information Center (NCIC), provide assistance to callers with medical emergencies and state law enforcement telecommunications systems, as well as the Computerized Intrusion Detection System (IDS).
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
A 40-hour basic Telecommunicator training program such as those provided by Association of Public Safety Communication Officials (APCO), International Academy of Emergency Dispatchers (IAED), Department of Defense (DoD), PowerPhone or State is required.
An active National Crime Information Center (NCIC) certification is required.
