The incumbent serves as Management Analyst in the Office of the Secretary, VA, Deputy Chief of Staff, VA , Administrative Operations in providing administrative and analytical expertise in support of management and administrative operations of the Office of the Secretary to include budget formulation, budget execution, financial management support, and budget guidance for multiple program offices that directly support the Office of the Secretary, VA.
Duties
Provides advice to management and program personnel on budgetary and finance issues.
Utilizes budget estimates prepared by Departmental level staff to determine base resource levels in the many areas.
Makes analyses of program reports, financial statements, and other accounting data, correlating and verifying information.
This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records.
Provides advisement and consultation to organizational program managers to determines when contract termination is warranted.
Develops procedures, and metrics are in place for leadership oversight of proper programmatic funding allocation and utilization and provides consultation fiscal services involved in the pilots related to proper utilization of funds.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Developing federal operating budgets( Familiarity with G-Invoice); (2) Making recommendations for program improvements; (3) Reconciling fiscal obligations through the use of financial databases/systems (i.e, Intra-Governmental Payment and Collection (IPAC); Integrated Funds Control, Accounting and Procurement (IFCAP); (4) Preparing presentation materials for budget submission to Congress.
Education
There is no educational substitution for the GS-13 level.
