This position is located in the Office of Enterprise Applications (OEA), Office of Administration (OA), Executive Office of the President (EOP). The OEA provides a range of information technology (IT) and associated services to all components of EOP. The incumbent will serve as the Director for the Program Acquisitions and Administration Division.
Duties
As a Supervisory IT Specialist, Policy and Planning (PLCYPLN), GS-2210-15, your typical work assignments may include the following:
- Supervises finance analysts, program management team and acquisition support staff.
- Engages and partners with senior leadership across Procurement Management Division, Office of Chief Financial Officer, and Office of General Council.
- Oversees departmental deliverables and activities including monthly overhead budget reconciliation, quarterly CIP fund review, procurement tracking, spend forecasting, unfunded request memos, COR training tracking, COR assignments and procurement package reviews.
- Develops processes, policies, and activities to continuously improve and accelerate departmental activities towards procuring tools and services required to support the Office of Chief Enterprise Applications team.

- Must be able to obtain and maintain the Federal Acquisition Certification for Contracting Officer?s Representatives (FAC-COR), level 1, within 3 months of employment.
Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Applying project management principles, methods, and practices to include the ability to determine resources needed to meet objective; 2) Managing and leading a team; 3) Managing a procurement cycle from start to finish; 4) Producing deliverables, acquisition packages, budgeting, and technology department COR certifications; 5) Familiarity with FAR, government procurement and overall procurement activities.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
