The incumbent serves a Personnel Security Specialist in the Facilities and Security Branch of the Office of Administration in the Executive Office of the United States Trustee Program (USTP or Program).
The Facilities and Security Branch is responsible for the planning, acquiring, and managing office and section 341 meeting space; overseeing all security functions (physical and personnel);developing and testing Occupational Emergency Plans; and managing telephone and duress alarm systems.

This position provides support for policy development, procedures, promulgation and administrative oversight, thereby establishing how security risks, threats and vulnerabilities are managed by the Department. The work includes personnel security case review and analysis affecting approximately 1,000 USTP federal personnel situated in USTP regional and field offices throughout the United States, as well as private trustees throughout the United States.
The duties and responsibilities for a Personnel Security Specialist generally include, but are not limited to, the following:
Planning and implementing major aspects of an organization's personnel security program.
Making decisions/recommendations and adopting new techniques that impact future and long-term personnel security requirements.
Determining position sensitivity levels based on review and analysis of the position's duties, responsibilities, and required access to sensitive or classified information.
Reviewing and processing security documents for completeness, consistency, and compliance with regulation and procedure.
Evaluating applicant suitability, when appropriate, and provides approving officials recommendations based on analysis of available information in relation to suitability standards published by the Department, the Office of Personnel Management, or another appropriate agency.
Providing applicants and employees advice and assistance to ensure submissions are complete and comply with applicable procedures and processing requirements.
Providing recommendations and reports on a variety of security projects.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
- You may be required to complete a one-year probationary or two-year trial period.
- Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

Qualifications
To qualify for the position of Personnel Security Specialist at (GS-0080-9/11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
To Qualify for GS-0080-09, you must have at least one of the following:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector reviewing and evaluating reports of investigations or other data to determine if individuals meet security standards and determining eligibility for access to classified or sensitive information in the presence of minor derogatory information.
B. Master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
C. Some specialized experience as described in A, but less than one year; and have more than one year but less than two years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
To Qualify for GS-0080-11, you must have at least one of the following:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector determining the adequacy and completeness of moderately complex investigations; monitoring the number of security clearances; evaluating the sensitivity classification of positions; or assisting with the development of personnel security guidelines.
B. Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
C. Some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
To Qualify for GS-0080-12, you must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector adjudicating complex security clearances; directing and coordinating investigations of applicants and employees to ensure they meet security standards; or overseeing and determining compliance with personnel security procedures and requirements.
