The Information Technology Specialist (Applications Software) position is located in the Department of Program Services (DPS), Judiciary Data and Analysis Office (JDAO), Data Management Division. The Division provides the development, implementation, support, and security of data applications and data analysis capabilities for Judiciary data.
Duties
This position will report to the Architecture & Development Branch Chief of Data Management Division in the Judiciary Data and Analysis Office (JDAO). The JDAO is seeking a self-motivated, professional Information Technology Specialist (Applications Software) to support developing and maintaining technology solutions to automate the collection, ingestion, and reporting processes related to data security and categorization tasks within the greater data security framework efforts being pursued by the Judiciary.
The incumbent will handle the workload across three different stacks: reports/visualizations, ETL, data modeling, database development. The ideal candidate must have exposure to data engineering, data management and retention, and reporting/dashboarding to spearhead the development efforts with or without contractual support and maintain the solution with periodic updates for the foreseeable future. Currently, IT Security scorecards submission and Data Security Categorization Workbook submission efforts fall under this umbrella with more data collections and reporting products envisioned.
The duties of this position include, but are not limited to:
Participating in the full systems life cycle and responsible for system analysis, design, coding, testing, implementing, maintaining and/or supporting application software.
Developing and maintaining the scripts and processes required to extract, transform, review, and move data and metadata throughout the enterprise data warehouse.
Developing and maintaining complex and advance SQL programming code to develop required reports.
Developing and maintaining the data models and database structures.
Developing and maintaining business intelligence applications including operational reports, dashboards, data visualizations, scorecards, and ad hoc reporting by adhering to best practices in BI development.
Developing and deploying data universes, reports, and data visualizations from development through production.
Identifying, analyzing, and solving highly complex technical data communication and transformation issues.
Loading data into databases, migrating data between applications and databases, and moving and/or copying files between servers and file systems.
Troubleshooting issues against source system and data warehouse.
Developing unit test plans scripts to perform unit testing based on business and system requirements.
Ensuring deliverables with customers and/or management are met in a timely manner.
Working closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions.
Maintaining and creating accurate and comprehensive technical end-user documentation as well as conduct demo prototype reviews along with training sessions with business.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:
Experience in the full systems life cycle for system analysis, design, coding, and testing, implementing, maintaining and/or supporting application software;
Developing and maintaining business intelligence applications including operations reports, dashboards, data visualizations, scorecards, and ad hoc reporting; and
Maintaining and creating accurate and comprehensive technical end-user documentation.
Education
This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in computer science or a related field is highly desired.
