This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:1. Demonstrated knowledge, experience, and understanding of Federal laws and regulations affecting the creation and disposition of records, including the ability to analyze and evaluate data and develop recommendations for new or substantially modified approaches to execute records management solutions.
2. Demonstrated ability to communicate and present complex technical material in oral and written form, including demonstrated knowledge of the policies and procedures associated with use of Agencywide Documents Access and Management System (ADAMS) and other recordkeeping systems, requirements, and procedures for processing information and records.
3. Demonstrated detailed experience in interfacing and coordinating with program offices and regional points of contact to implement records management activities, including demonstrated detailed proficiency in utilizing multiple records management systems,i.e. ADAMS, NARA’s Archives and Records Centers Information System (ARCIS), National Archives Electronic Records Archives (ERA) and Power Apps.
4. Demonstrated detailed ability to communicate and present technical material in oral and written form, to all levels of the NRC as well as other government agencies, including demonstrated detailed experience to analyze and evaluate data to provide statistics, when requested by management.
SPECIALIZED EXPERIENCE is defined: experience as a Records Liaison/Records Coordinator staff lead or as part of an office/region Records Management project. Prior experience authoring guidance and instructional documents, as well as, experience in reviewing and applying NUREG-0910 NRC Comprehensive Records Disposition Schedule for NRC records or similar private sector experience. Experience communicating, delivering presentations and briefings to staff and management at all levels.
Education
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
For certain positions covered by this standard, the work may be recognized as sufficiently technical or specialized that graduate study alone may not provide the knowledge and skills needed to perform the work. In such cases, agencies may use selective factors to screen out applicants without actual work experience.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
