These positions are located in the Health Resources and Services Administration, Bureau of Primary Health Care, Office of Quality Improvement and Office of Strategic Business Operations. Duties

Major Duties: As a Statistician, you will conduct continual statistical analyses to provide statistical and technical support to programs, projects, or studies based on project evaluations, knowledge of related guidelines and new developments in the field as applicable to improving a public health program. Your major duties include: Supporting HRSA-relevant analyses and evaluations by proposing analytical methods to be used, data sources, and conduction of the analyses using statistical software packages. Assisting in the analysis of mathematical models, sample surveys, statistical measurements, and their application for public health. Utilizing standard data collection tools and statistical methods to collect, concatenate, and analyze data. Analyzing data, drawing conclusions, and preparing reports and presentations after interpretations have been approved. Conducting portions of broad projects involving data collection and/or analysis. Preparing written materials of a scientific nature such as summaries or reports of study findings, analytic reports, progress reports on active grants, FAQs, talking points, PowerPoint slides, and scientific publication materials. Qualifications

QUALIFICATION REQUIREMENTS: INDIVIDUAL OCCUPATIONAL BASIC REQUIREMENTS FOR STATISTICIAN SERIES, 1530: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B. Combination of education and experience-courses as shown in A above, plus appropriate experience in additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. GS-11: In addition to the OPM Individual Occupational Requirements stated above, to qualify for this GS-11 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-09 level include performing the following types of tasks on a regular and recurring basis: Reviewing and analyzing data using statistical techniques and statistical software such as SAS, R/R-Studio and/or Excel. AND Appling statistical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and/or operations research. OR Have a Ph.D. or equivalent doctoral degree or at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position. NOTE: If applying based on education in whole or in part, you must provide a copy of your unofficial transcripts that allow HR to verify that you meet the education requirement as stated above by the closing date of this announcement. A copy of a diploma is NOT acceptable as verification; please do not send them. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social).
