This position is located within the Agency for Healthcare Research and Quality, Center for Financing, Access and Cost Trends, Division of Survey Operations. The duty location for this position is located in Rockville, MD.

Major Duties
As a Statistician (Health) and technical expert you will perform statistical duties and conduct and support research on healthcare delivery and utilization, use health data and statistical methods to examine issues related to access, utilization, cost, safety, and quality of hospital, physician, and other services. You will disseminate data, tools, and statistics to facilitate and inform public and private health policy.
Your duties and responsibilities may include:
Conducting research and statistical studies or projects related to statistical computation in the preparation of health cost estimates, human/health services programs, and/or pharmaceutical and medical disease research.
Analyzing and evaluating various periodic statistical reports.
Preparing analyses of statistical reports for distribution to staff and for transmittal to managers.
Serving as a Project Leader, assuming responsibility for the development of project planning, coordination of overall team efforts, and maintaining appropriate lines of communication.
Initiating, formulating, planning and executing analytic research projects and researching the quality of methodologies and measures pertaining to the assessment of the subject matter being studied.

OPM Individual Occupational Requirements for the 1530 series:
EDUCATION REQUIREMENTS:
A. Degree: that includes 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and includes 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. If your degree does not include all of the required coursework for A. You may meet the IOR based on a combination of education and experience. Your education must include the course as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In addition to the OPM Education requirements, to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-12 level include the following types of tasks performed on a regular and recurring basis:
Using statistical software (e.g., SAS SPSS STATA, Tableu, etc.) to handle large data set manipulations and analyses for survey health data; AND
Performing statistical data collection requirements activities, such as preparing, processing, and coordinating ad hoc and standing collection requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
