The primary purpose of this position is to assist and train procurement personnel in the use of contracting business systems and provide expert acquisition and contracting business system advice to contracting personnel as a technical subject matter expert.

Duties

Serves as principal advisor to contracting activities and/or other acquisition team members and provides technical expertise in using, analyzing and presenting contract data to resolve contractual issues during all phases of the acquisition process. Provides guidance on specific questions and general contracting data issues, including complex issues such as descriptive, predictive, prescriptive, and diagnostic analysis techniques and data visualization approaches supporting management decisions for contract awards, procurement spend, contract execution resources, cost/pricing, Government Furnished Property (GFP), Government facilities, warranties, subcontracting, contract set-asides, special tooling, special test equipment, acquisition strategy planning, and/or enterprise or interdepartmental coordinated procurements. Reviews, analyzes and evaluates complex contracting business systems to identify solutions to complex development, implementation, upgrade and system management and utilization problems and issues. Conducts training of contracting personnel to improve organization performance. Develops and uses a variety of manuals, instructions and training materials to inform, clarify, explain and implement contract data techniques, policy, procedures, tools, and guidance. Participates in special projects and initiatives and performs special assignments. Generates and implements project plans and evaluates ongoing systems, concepts and operations.

  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
  • This is a Centrally Managed position under the Contracting Career Field Team.
  • The duty location for this position is Wright-Patterson AFB, OH. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Contracting Series, 1102 IOR. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in other pay system. Specialized experience is experience providing acquisition and contracting business system advice to contracting personnel, assisting and training procurement personnel in business systems and planning, directing, and administering contracting business systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities. In depth knowledge of contracting business systems (including data exchanges between business systems), contract data analytics, quantitative tools, research and data mining techniques, business intelligence and market intelligence. Analytical and critical thinking skill sufficient to query data, evaluate statistics, reports, models, problems, and other relevant material as a basis for validating data and underlying assumptions, developing recommendation to support fact-based decision making and risk taking and developing and implementing training, tools, guides and/or procedures. Skill in oral communications to present sensitive recommendations to higher authority, to provide training to leaders, peers, and subordinates, to obtain compliance with policies from subordinate activities, and to represent the department or agency on project teams/task forces, and skill in written communications sufficient to develop and publish regulations, guidance, training, and materials. Ability to provide training and guidance across the enterprise from a digital perspective, included updated policy, tools development, and advancements in industry. Ability to lead a team in a special project and/or special area of expertise. Ability to network and build relationships with professional organizations within and outside the government. Ability to set priorities, establish goals, and assess progress toward their achievement for completion of multiple assignments based on the needs of the organization and their customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
