This position is with the U.S. Department of Labor, Bureau of Labor Statistics, Office of Field Operations (OFO).
Duties
Serves as a primary resource and coordinator for a wide range of activities and initiatives in the region. Stays abreast of Regional Office, OFO, BLS, and DOL national strategic planning and liaises with staff in other Regional Offices and national OFO staff to address regional and national objectives and issues.
Oversees the maintenance of the regional Intranet. Oversees the testing of applications and their deployment, including coordination, communications, and training.
Assures network services provided by contract staff support regional business requirements and makes recommendations to correct deficiencies when they occur.
Develops, analyzes, and evaluates policies, procedures, guidelines, and administrative processes.
Recommends changes that will meet agency and regional initiatives/program goals and ensures compliance with current laws, regulations and policies.
Develops procedures and systems for assessing the effectiveness of programs and processes and ensuring compliance with regional office and OFO strategic operations and objectives.
Refines and develops more specific guidelines such as implementing regulations, or methods in order to measure and improve the effectiveness and productivity of programs and activities.
Plans and coordinates various initiatives. Prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with goals and policies. Establishes a system to review, control, and report on project status. Prepares directives, memoranda, policy statements and other written guidelines and recommendations.
Performs surveys to determine compliance with regulations, procedures, and sound management practices. Identifies resources (staff, funding, equipment, facilities) required to support varied levels of program operations.
In coordination with OFO management and regional Program Managers, provides guidance and support to on-site contract staff in their contact with regional staff.
Requirements

- Appointment to these positions may require a background investigation.
- Requires a valid drivers license.
Qualifications
Specialized Experience
Applicants must possess one year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-11) in the federal service: This one year of specialized experience must have equipped the applicant with the particular knowledge, skills, and ability to successfully perform the duties of the position to be filled.
Applicants must demonstrate the following specialized experience: Demonstrated ability to understand and apply information technology concepts and practices including deployments, systems expansion or upgrades and user support. Such support should include experience identifying and restoring network connectivity as well as troubleshooting systems access. Applicants must possess the ability to apply these skills in the development and implementation of practical and workable solutions to related issues and problems including but not limited to both network and user support. Demonstrated ability to apply techniques and practices of administration along with technical and interpersonal skills to plan and manage a variety of work, including systems support and customer service. Ability to solicit and incorporate feedback from a diverse team and provide guidance on new processes. Proven ability to improve team performance by directing and implementing large scale projects in a changing environment. Knowledge and skill in applying analytical and evaluative methods to issues concerning the efficiency and effectiveness of program operations and to complete detailed analyses of complex functions or work processes. Experience may have been gained in the federal or private sector. Resume must clearly state experience.
