Duties

As a LEGISLATIVE AFFAIRS SPECIALIST at the GS-0301-13/14 some of your typical work assignments may include: Oversees the legislative program of DTRA under the direction of the Chief of Legislative Affairs. Provides expert analysis of congressional activities of interest, including analysis and status of significant legislation and its potential impact on the agency. Supports the Chief of Legislative Affairs to senior agency leadership for annual testimony, hearings and briefings before congressional committees. Collaborates and coordinates routinely with DTRA offices and other legislative affairs offices to address Congressional requests and requirements and ensure that legislative equities are properly addressed in all Agency level products. Prepares timely written reports and analyses of congressional hearings, legislative proposals, bills, and laws of interest to the Agency, based on knowledge of major issues and programs that senior leadership must address with Congress. Interfaces with congressional staff for the purpose of advocating and informing Congress on DTRA priorities and programs and coordinating visits, briefings, and other engagements.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience working in a U.S. Congressional office or directly with U.S. Congressional offices on national security issues. Experience tracking and analyzing Congressional actions on national security legislation issues in order to assist in developing, coordinating and preparing office/agency/organization positions. Experience developing written documents related to national security legislation or issues including at least two of the following: Congressional testimony, legislative language for national security issues or appropriations, talking points for a Member of Congress or senior officials, Statement of Administration Position (SAPs), responses to questions for the record from congressional committees, letters to or from Members of Congress, and briefing memos for a Member of Congress or senior organizational official. Experience facilitating meetings between policy makers and Members of Congress or their staff, involving preparatory work, including gathering information prior to meetings from congressional offices and agency representatives and developing positive relationships with Congressional staff. Experience drafting and coordinating the drafting of legislative proposals or positions. Experience advising senior officials such as high ranking government or military officials or Members of Congress on legislative matters. OR You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience assisting within a U.S. Congressional office or directly with U.S. Congressional offices on national security issues. Experience assisting with tracking and analyzing Congressional actions on national security legislation issues in order to assist in developing, coordinating and preparing office/agency/organization positions. Experience assisting with developing written documents related to national security legislation or issues including at least one of the following: Congressional testimony, legislative language for national security issues or appropriations, talking points for a Member of Congress or senior officials, Statement of Administration Position (SAPs), responses to questions for the record from congressional committees, letters to or from Members of Congress, and briefing memos for a Member of Congress or senior organizational official. Experience assisting with facilitating meetings between policy makers and Members of Congress or their staff, involving preparatory work, including gathering information prior to meetings from congressional offices and agency representatives and developing positive relationships with Congressional staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
