This position is located in the Office of Information System Security Officer Oversight, Directorate for Cyber Operations, Bureau of Information Resource Management (IRM/CO/ISSO), in the Department of State (DOS). The incumbent serves as the Chief, ISSO OPS Division directing Federal and contract employees in providing enterprise tools to support highly technical Regional and Domestic ISSO operations, coordination of vulnerability management and support of the vulnerability disclosure program.
Duties
Exercises supervisory and managerial authority over an Information Security technical staff engaged in carrying out assigned functions.
Exercises delegated managerial authority to establish a series of annual, multi year, and similar types of long range work plans and schedules to implement the Division goals.
Reports, documents and escalates performance issues or potential problems as soon as they occur or soon as possible to the Directorate COR/GTM.
Coordinates with Directorate COR/GTM to develop and manage statements of work, performance work statements, deliverables, performance metrics and supporting contracting documents that support division activities.
Ensures staff aligns with Office and Directorate priorities and critical Division information is communicated up the management chain of command.
Ensures the development and implementation of process improvement practices and methodologies collaborates with the Department.

- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

AND
Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience creating information technology performance measures and metrics.
Experience managing contracts and providing vendor management services when initiating procurements.
Experience utilizing principles and procedures to perform personnel recruitment, selections, and trainings.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.
