This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of the Federal Chief Information Officer (OFCIO). Duties
As a Supervisory IT Cybersecurity Specialist (PLCYPLN), GS-2210-15, your typical work assignments may include the following:
1. Supports Federal-wide efforts to assess agency artificial intelligence challenges and the
improvement of federal cybersecurity through supervising data driven reviews to assess and
work proactively to address such challenges through policy creation and implementation.
Reviews current cybersecurity and AI policy performance, and security activities, challenges
and opportunities within the public and private sector to identify important material relevant to
pending public policy, performance, and security issues and suggests improvement in agency
activities and policies. Renders advice and assistance in the administration of the division's
efforts with other internal activities and in communicating policies and priorities.
2. Coordinates development and/or evaluation of complex budget, program, and legislative
proposals. Serves as the OMB expert for assigned policy areas. Works with other OFCIO
supervisory analysts and the Chief of Staff to coordinate and oversee all resources and
initiatives with the office, including and not limited to data collection and management strategy,
agency engagement standard operating procedures and policy development and enforcement.
3. Selects or recommends selection of candidates for vacancies, promotions, details, and
reassignments in consideration of skills and qualifications, of skills and qualifications, mission
requirements and EEO and diversity objectives. Develops, modifies, and/or interprets
performance standards. Explains performance expectations to employees and provides regular
feedback on strengths and weaknesses. Holds employees responsible for satisfactory
completion of work assignments. Appraises subordinate workers' performance, ensuring
consistency and equity in rating techniques. Recommends awards when appropriate and
approves within-grade increases. Hears and resolves employee complaints and refers serious
unresolved complaints to higher-level management. Initiates action to correct performance or
conduct problems. Effects minor disciplinary measures such as warnings and reprimands and
recommends action in more serious disciplinary matters. Prepares documentation to support
actions taken. Identifies employee developmental needs and provides or arranges for training
(formal and on-the-job) to maintain and improve job performance. Encourages self-development.
Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates.
4. Oversees and/or performs AI cybersecurity policy and organizational analyses. Reviews
agency performance through FISMA metrics, CAP goal performance, annual independent
evaluation result, and Information Security Continuous Mitigation (ISCM) strategies.
Responsible for establishing and overseeing mechanisms to remove barriers to agencies use of
AI and to manage risks specific to the use of AI, such as discrimination or unsafe decision
making.
5. Assists team staff authoring Federal cybersecurity and AI policies through collaboration with
other OMB offices, National Security Council, Office of Science Technology Policy, Department
of Homeland Security, National Institute of Standards and Technology, and agency personnel.
Coordinate with OFCIO staff to adequately address agency risks and issues. Provide advice
and consultation to policy officials regarding the information security and AI programs and
initiatives under his/her responsibility. Conduct special analyses of issues affecting these
programs and initiatives, as appropriate.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to (1) Analyzing a wide variety of cybersecurity and AI related policies and programs; (2) Utilizing methods for maintaining the confidentiality, integrity, and availability of automated data processing operations through performance of AI and IT security and information assurance activities; (3) Implementing and utilizing cybersecurity policies, methods, and resources in operational environments to include continuous monitoring, incident response, and system accreditation; (4) Providing expert technical guidance on critical AI and Information Technology security issues.
In addition to the specialized experience above, applicants must possess IT-related experience demonstrating the four competencies listed below:
1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
