The primary purpose of this position is to serve as a command headquarters level program analyst, applying command and control and/or logistics experience to analyze, evaluate readiness issues, and develop / coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations.
Duties
Forecasts, schedules, prepares, and delivers training and education sessions and briefings to assigned ANG Staff, Functional Area Managers, Commanders, and appointed wing/unit readiness personnel to improve accuracy of ANG units' readiness reporting.
Prepares and delivers high-level (general officer) oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to improving readiness reporting of ANG combat units.
Applying Air Force command and control, logistics, or personnel experience, performs a broad range of highly complex qualitative and quantitative analyses of programs, policies, and issues which have a major impact on national deterrence policy in the development of long-range plans such as war, mobilization and similar operations or contingency plans.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

- Work requires occasional travel away from the normal duty station on military or commercial aircraft.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Managment and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in providing technical instruction to readiness reporting personnel, including internal ANG staff, ANG Wing Commanders down to Unit Readiness Points of Contacts, in the areas of design, technical instruction and
refinements or new automation requirements for DCAPES, DRRS, and other reporting systems. Comprehensive knowledge of USAF and NGB military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force, NGB, and ANG program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of readiness programs and impact to combat and noncombat operations; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of USAF and NGB military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Knowledge of adaptive and deliberate planning systems/products and methods of assignment, apportionment and allocation of combat forces, DRRS and all related reporting systems, and the policy and technical application in preparing both resources and capability readiness reports.
Knowledge of safety and security regulations, practices, and procedures. Comprehensive knowledge of statutory requirements (Title 10 and Title 32 USC), policies, regulations, and precedents applicable to readiness and mobilization of reserve component forces. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the readiness assessments program in the improvement of critical command plans and programs for conducting major operations such as Air Superiority, Global Precision Attack, Personnel Recovery, Cyber Operations, Global Integrated Intelligence and Surveillance, Nuclear, Rapid Global Mobility, and Agile Combat Support war planning, mobilization, and deployments in support of both Combat and Domestic operations. Expert knowledge of the various command entities, to include Combatant Commands, involved in overall planning and execution of operations and training evaluations.
Knowledge of computing software, such as Microsoft Office, SharePoint, and Microsoft TEAMS, to produce and develop presentations, briefs, and training material.
Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the readiness assessments program in the improvement of critical command plans and programs for conducting major operations and quantitative techniques to apply DoD, Joint, and Air Force management engineering principles, concepts and methodologies and financial management directives, concepts, procedures, guidance, and policy.
Ability to negotiate to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues effectively with other Directorates and senior management; and maintain good working relationships. Ability to prepare briefings and correspondence suitable for general officer consumption. Ability to brief general officers up to the 4-star level, Congressional, or Adjutant General Delegations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
