The incumbent serves as a senior analyst and subject-matter expert with lead responsibilities in performing a wide variety of budget analysis functions that are often confidential and sensitive; mentors and provides technical guidance, feedback and training to new and lower-graded analysts.

Duties
Develops, issues, and interprets OHO and SSA policies, procedures, and instructions for budget formulation, justification, presentation, execution, funds control, and employee ceiling management.
Develops, evaluates, and implements budget and financial guidance for use throughout OHO.
Analyzes requests for resources from OHO components. Recommends and implement adjustment of resources when necessary.
Explains complex budget and financial concepts and negotiates to reconcile diverse points of view while maintaining extensive program and financial management relationships with other OHO and SSA management officials.
Composes e-mails and other correspondence on behalf of superiors, to describe reports, analyses, and results of technical work products to SSA executives.

Qualifications
To be eligible: you must be a federal employee displaced (or soon to be displaced) from a federal agency in the same local commuting area of the vacancy; have a rating of at least fully successful; and hold or have held a permanent position at the GS-13 or above. You must submit supporting documents to validate your claim of ICTAP-eligibility, such as a RIF Notice or proposed removal/separation notice, and a copy of your latest SF-50. In addition, applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is typically in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes work in at least one phase of budget administration (i.e., budget formulation, budget presentation or budget execution); as well as applying budget-related laws, regulations, policies, precedents, methods and techniques.
The specialized experience required must be at the GS-12 or above, and must be explicitly documented/described in your resume.
