This serves as public notice for the use of OPM's Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration.  This position is in the Office of the Technology and Innovation Director, Bureau of Intelligence and Research. This office is functionally responsible for planning and managing the bureau’s office automation and information management program.

Duties

Performs assessments of systems and networks within the NE or enclave and identifies where those systems/networks deviate from acceptable configurations, enclave policy, or local policy. Investigates, analyzes, and responds to cyber incidents within the network environment or enclave. Promotes awareness of security issues among management and end users and develops and conducts training or education of personnel within cyber domain. Develops cyberspace plans, strategy and policy to support and align with organizational cyberspace missions and initiatives.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Attention to detail in applying IT concepts and methods to interpret policies, procedures, and strategies governing the delivery of IT services. Customer Service - Uses customer service principles in providing on-the-job and formal training. Oral Communication - Skill in oral communication to design solutions to IT Security issues and present briefings to management. Problem Solving - Skill in resolving complex IT systems security issues to minimize risks associated with IT systems vulnerabilities. AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying advanced IT principals, concepts, methods, standards, and practices for National Intelligence Program that draw on all-source intelligence such as the Bureau of Intelligence and Research (INR) Experience providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues and make decisions or recommendations that significantly influence important Bureau IT policies or programs. Experience communicating complex technical requirements to non-technical personnel; and preparing and presenting briefings to senior management officials on complex/controversial issues. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-12 position.
