The Instrument & Payload Systems Engineering Branch at the Goddard Space Flight Center (GSFC) is seeking a Lead Systems Engineer to provide technical leadership and consultation on Mission-level or instrument/payload space-flight projects in development and on proposals solicited through NASA Announcements of Opportunity.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Collaborate with scientists and engineers to develop feasible mission and instrument architectures outlining the baseline approach to the various mission elements: flight, ground, launch vehicle, concept of operations, and instruments.
Conduct engineering trade studies to help mature mission and instrument concepts. Studies look at design options and determine the system-level impacts of those options, optimizing performance within cost and schedule constraints.
Lead the overall technical team across multiple disciplines, providing direction, gathering information, identifying risks, and making decisions to improve the likelihood of mission success.
Manage the technical baseline by establishing and managing requirements and technical resources.
Plan and perform verification and validation of the system. Define tests and analyses necessary to demonstrate the system meets its requirements and will meet science objectives.
Evaluate test and analyses artifacts from verification and validation plan execution.
Lead the technical team through system-level integration and test and early flight operations, ensuring appropriate resolution of anomalies and issues.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Developing, testing, evaluating, or researching space flight systems including spacecraft and instruments;
Generating and applying theories, principles, concepts, processes, and systems related to space science involving the design, manufacturing, or operation of spacecraft and/or science instruments;
Performing systems engineering tasks during flight systems development such as requirements definition, conducting trade studies, integration and test, and requirements verification.
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading the development, test, evaluation, research, and operations of space flight systems including spacecraft or instruments;
Leading a technical team, either as a Lead Engineer or Lead Scientist, in response to new business development opportunities and proposals;
Leading systems engineering of flight systems development including requirements definition, conducting trade studies, integration and test, and requirements verification.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
