The primary purpose of this position is to serve as a senior information technology (IT) specialist with the responsibility for planning, coordinating, analyzing and evaluating development and maintenance of software applications to ensure integrity, timeliness, quality control, and efficient utilization of strategic data.

Duties

Performs services as a senior information systems administrator. Plans and coordinates the installation of software applications. Develops, reviews, and modifies changes to schedule of operations for successful day-to-day operations. Provides technical guidance; assesses policy needs to develop policy and procedures governing IT activities. Serves as a senior technical advisor to management. Represents the organization at conferences and meetings and presents briefings. Promotes data consistency, standardization, and interoperability within and outside the Command (external data sources and external users of Command data) by developing policies, standards, and procedures that provide data management guidance for users, database administration, system designers, and repository administration.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment. Access to Special Access Programs may be required.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program.
  • It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
  • Information Assurance (IA) Certification is a condition of employment and the incumbent must possess or obtain an Information Assurance Technical (IAT) Level II professional certification.
  • This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management to act on a specific course of action. Knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Knowledge of methods, principles, and practices covering troubleshooting of complex computer system failures, recovery of systems, adjusting, modifying, and improving systems to include hardware and software components. Knowledge of methods and practices involved in the integration of system components sufficient to optimize system performance. Knowledge of the organization's policy and planning formulation process along with its missions, goals and objectives to prepare IT policies and plans. Knowledge of organizational acquisition requirements, budgetary techniques and financial status sufficient to identify needs and recommend adjustment of IT funding priorities. Knowledge of management requirements sufficient to render recommendations on development of new software verses purchase of off-the-shelf programs. Knowledge of systems architecture, integration techniques and testing methods sufficient to conduct feasibility studies. Knowledge of a full range of data management concepts, operations, design principles, methodologies and approaches used in designing, developing, testing, implementing, managing and maintaining database systems that meet current and future organizational business requirements. Knowledge of database management principles and policies to include defining data policies and standards, planning for the efficient use of data, coordinating data structures and performing logical database designs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of wide range of IT principles, concepts and methods. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. Knowledge of system architecture, integration techniques, and testing methods. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Knowledge of a full range of performance tuning tools, database management, data management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing and maintaining database systems that meet current and future organizational business requirements sufficient to perform a wide range of systems administration functions. Knowledge of the agency, command, installation and industry data standards, policies and procedures. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
